JOB CONTEXT :
The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe.
HI is managing a large humanitarian program along three main pillars:
- Provision of comprehensive psychosocial support services either directly either in support to health partners through training, technical supervisions and donations of assistive devices and/or equipment;
- Education to the risks and effects caused by conventional weapons and urgent marking
- Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response
The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.
Under the direct responsibility of the Field Coordinator, with the support of the Coordination team the Support Services Manager is responsible for:
Ensuring that administrative and logistic procedures are respected, within HI internal regulations, donor s regulation and the respective legal framework.
Maintaining and updating the administrative and logistics operating frameworks
Ensuring the training and capacity-building of the logistics and admin officers / Assistants in the base
Enhance the coordination between Admin department / Logistics department, and between Support Services and Operational Team
Ensuring good communication and smooth coordination with in mission
The main responsibilities are the following:
Administration, financial and budget management
Human resources management
Base's logistics management
Reporting & Representation
You hold a Bachelor or Master degree in Human Resources management, Finance management, Economics, Logistics or Management
You have 3 years of NGO experience in Finance/HR and Logistics management, within a complex / large scale country programme and in emergency response / humanitarian environments
You have experience of working in remote field bases with limited infrastructure
You have strong communication (written and spoken), and interpersonal skills, with experience in managing multicultural teams
Fluency in English language (oral and written) is mandatory. Arabic and / or Kurdish language skills is a strong asset
You are autonomous, proactive and able to identify priorities
You have diplomatic skills and are able to work collaboratively in a team
International staffs live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens.
