About the mission
Desired start date: 1st of February 2020
Duration of the mission: 1 year
Location: Northeast Syria.
SI, which has been present in Syria since 2013 is dedicated to work on recently opened and challenging areas to provide lifesaving activities to the population affected by the conflict. Main current activities are related to emergency wash (water distribution and rehabilitation) and distribution of essential NFI (winterization) and cash.
The mission is expanding through a major consortium with 4 partners led by SI. The LEARN consortium ( Linking Assistance and Relief in Northeast Syria ) will support equitable and safe access to essential basic services including WASH, Shelter and Health, for the most vulnerable populations affected by conflict and displacement in Northeast Syria.
This consortium will be led by a Chief Of Party based in Amman in close link with his/her Deputy, ( DCoP) based in Northeast Syria.
S/he will have to manage a team 7 specialists linked to the consortium ( WaSH/Protection/WaSH/Procurement / compliance/shelter and Health).
S/he will support the Chief of Party in the management of the project. S/he will be in charge of providing a strategic & managerial leadership, overseeing monitoring and evaluation functions, financial management and administration and grants management.
S/he oversees coordination of field operations, provides support in the management of sub-grantees, and ensures that activities stick to OFDA and S.I. standards.
About the job
• Manage implementation of all technical aspects of the consortium project
• Ensure implementation strategies are compliant with donor requirements
• Coordinate actions with support departments of the consortium coordination
• Provide quality written reports (including for the donor)
• Facilitate good working relationships with all consortium partners
• Support the CoP
• Specific stakes and challenges
The main challenges:
• Support the setup and scale-up of the consortium coordination
• Help with the establishment of clear communications lines between teams, partners, departments
• Help clarify roles and responsibilities of the Consortium management team
• Update monitoring plans and tools
Major Stakes :
• The DCoP will be in charge of the implementation strategy of the project which has several challenges (high donor requirements, risk of a shift in the context requiring a shift in the implementatin startegy, )
• The DCoP will be managing high level coordinators. In addition, stakeholder management / coordination with the consoritum partners will be very demanding
• One of the priorities of the position is to gather, compile, and make coherent all the information received by the partners to write quality reports compliant with donor requirments
• Needs to understand RRM. Ideally is fully aware of OFDA requirements. Ideally has some knowledge of WaSH, Shelter, Health programming and Protection mainstreaming

Desired Candidate Profile

• Essential: Proven ability to manage consortium programmes, sub-contractors or sub-agreements
• Essential: Minimum 5 years senior project management position in an INGO with experience managing complex multisector emergency response projects
• Essential: Knowledge and experience working with OFDA projects
• Essential: Previous experience in data analysis and report writing
• Essential: At least 1 years senior project management position working in consortia, partnership, or equivalent structures with responsibility for programming in a humanitarian/protracted crisis or development context
• Essential: Proven experience in assessing, designing, implementing and monitoring activities in multi-sectorial programmes in emergencies
• Previous work experience in response to the Syrian Crisisdesirable
• Previous work experience in response in the Middle East desirable
• English: fluent with excellent writing capacities
• Arabic: will be an asset
SI will offer you
A salaried post: starting from 4000 gross per month, according to experience (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of 700 USD.
Vacation: during the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 750 USD allocated by Solidarit s). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarit s will cover travel costs).
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living conditions :
Security inside Notheast Syria is volatile and justifies specific arrangements for accommodation and movement in the areas of intervention. Adherence to strict security procedures is necessary, while the security levels can vary according to the different geographical locations and the changes of context.
