Job Description
Roles & Responsibilities
Manage and lead the technical design review aspects of all infrastructure roads, utilities, tunnels, underground facilities and design activities of major projects, often involving multiple contracts and programs. Typically, construction projects having more than 5M man-hours or a total cost of more than US $5Bn.
Lateral thinker with high level of technical acumen, applies widely diversified knowledge of various scenarios and disciplines to be used during design reviews, as well as methods and techniques to be utilized for ensuring projects are constructed in the most optimal methods on time, within budget and to required quality and safety standards.
Incumbent shall be thoroughly familiar with required sensitive governmental projects and programs and national codes, standards, specialized governmental standards and best practices, contractual obligations, financial and technical appraisals of all design review related aspects.
In addition to design review, the incumbent is also responsible for resource allocation, managing the process to ensure design review are performed to align with contractor commitments and obligations. Willingness to relocate to construction sites and or D&B Contractor locations may be expected.
Directing, leading, managing and design review processes and teams across a number of concurrent projects and activities in line with project objects, design review plans, specifications, and quality standards.
Developing design review and execution plans, resource strategies, milestone tracking and KPIs to meet D&B Contractors schedule.
Coordinating with design project managers, design teams, engineering, subcontractors, procurement, environment, safety, finance & budgeting, 3rd Parties, client teams and any other stakeholders, to ensure smooth and seamless execution.
Reviewing and approving design drawings, optimization of designs to ensure constructability.
Preparing detailed progress reports and presenting updates to senior management and clients.
Promoting design review best practices, technical excellence, and client satisfaction across the project.
Representing Parsons in meetings with clients, authorities, and external stakeholders, with the ability to enhance and promote client relationships whilst remaining an ambassador for the company.
Leading multi-disciplinary constructability assessments, and value engineering workshops to optimize design review process and ultimately project delivery.
Ensuring smooth transition from design approval into construction, resolving technical issues between design and execution phases.
Developing informed design review execution strategies that fully align with D&B Contractors, construction schedules, resource plans, to meet project objectives.
Strong ability to offer constructability insight and practical solutions, guiding contractors toward efficient execution while preventing disruption from design flaws.
Ability to mentor and motivate construction team members/individuals through career guidance and or participation in company sponsored events/award initiatives
Perform other responsibilities associated with this position as may be appropriate.
Desired Candidate Profile
Bachelor s degree in civil engineering, Architecture, or Construction Management (Master s preferred).
20+ years of experience in end to end design development and project and construction management of large-scale, state of the art construction and mixed-use/commercial/residential developments.
Significant experience of infrastructure, roads utilities, tunnels, underground facilities and technical coordination as well as construction techniques and associated activities.
Superior initiative, judgement, and ability required to ensure designs are reviewed in the most efficient and methodology manner required to complete largescale program and /or multiple concurrent design review projects.
Demonstrable experience of working with PMCM and sensitive government contracts relating to complex, high-value projects.
Proficiency in design review planning, review progress tracking, and risk management.
Excellent written and verbal communication skills with the ability to lead meetings and report effectively.
Familiarity with industry standards, safety regulations, and quality assurance protocols.
Professional registration with Chartered Status
Experience in public meetings, regulatory coordination, or working with government clients.
Ability to proactively manage changes, manage and resolve conflicts, and uphold high technical and commercial standards.
Candidate must be knowledgeable of current and future emerging technologies and how they can be effectively utilized on projects.
Excellent verbal and written English language skills with the ability to communicate effectively to a varied audience.
Incumbent must meet Parsons' Project Management certification requirements, as and when required.
