Job Description
Roles & Responsibilities
Implement, maintain, and ensure continuous compliance with all requirements of the relevant Maintenance Training Organisation regulations (CAR/Part 147), governing basic and aircraft type training for maintenance personnel (Part-66 or equivalent licensing).
Manage, control, and update the Maintenance Training Organisation Exposition (MTOE), which is the foundational document describing the organization and its procedures, and immediately communicate all amendments to the Exposition and supporting manuals to the Authority.
Secure GCAA/EASA CAR-147 Type Rating Approval and oversee and manage the complete academic accreditation cycle.
Ensure all training materials, facilities, and procedures are compliant with the approved MTOE and regulatory standards.
Lead and manage the daily operations of the training department, including resource allocation, scheduling, and logistics for all courses.
Ensure the General Manager is regularly updated on CAR-147 compliance status.
Oversee the preparation and updating of course material (student notes, presentations, manuals) to ensure technical accuracy and regulatory compliance.
Ensure the availability and maintenance of appropriate instructional equipment, classrooms, workshops, and/or maintenance facilities (including aircraft access for practical training).
Maintain accessibility to all required GCAA and aircraft manufacturer airworthiness data.
Deliver all approved courses and examinations in strict accordance with the knowledge standard and content specified in CAR-66.
Oversee the organization and conduct of all examinations and practical assessments (Subpart C/D requirements).
Ensure the security and integrity of all examination materials, question banks, and papers.
Supervise the marking and recording of examination results.
Securely store CAR-66 examination papers and results and maintain all student and staff records under secure conditions.
Maintain records of all training carried out, including student progress, attendance, and course completion data.
Oversee the training procedures and quality system required by CAR/Part 147.
Ensure the independent audit function is executed to monitor training standards, examination integrity, and compliance with procedures.
Manage the feedback system from audit findings and examination analysis to ensure timely corrective actions.
Implement corrective actions based on quality audit findings and track and resolve findings to restore required training, examination, or maintenance standards.
Recruit, train, and develop adequate, qualified staff for all student-related planning, delivery, supervision, and assessment.
Ensure all instructional and examination staff are qualified and authorized for their roles and maintain current records of their qualifications.
Ensure all examiners, instructors, and assessors receive full training, undergo regular competence checks, and maintain current records.
Conduct and record continuous staff development and refresher training.
Verify that all sub-contracted and part-time personnel meet CAR-66 and standard training procedure requirements.
Ensure records of all instructional, examination, and assessment staff (qualifications, experience, and training history) are maintained indefinitely.
Oversee the preparation, control, and issue of compliant Certificates of Recognition/Completion to successful trainees.
Provide appropriate office space and facilities for training management and staff use, and maintain a working environment suitable for the execution of assigned tasks.
Serve as an Instructor as needed.
Act as the Training Manager during their absence (Succession/Coverage).
Perform other duties as assigned by management.
Desired Candidate Profile
REQUIREMENTS:
- Must be formally accepted and approved by the Competent Aviation Authority (e.g., GCAA, EASA) to hold the Training Manager position.
- Comprehensive, current knowledge of CAR/Part 147 (Training Organization) and Part-66 (Licensing) regulations.
- Minimum of 5 to 10 years of experience in the aviation industry.
- Minimum of 2 to 5 years of proven managerial experience, specifically within an approved Part 147 Maintenance Training Organization (MTO).
- Preferably holds or has held an Aircraft Maintenance License (AML) (e.g., Part-66 B1/B2) or has a technical degree in aviation.
- In-depth knowledge of the MTO Exposition (MTOE), quality assurance, auditing processes, and strong instructional/examination management skills.
