Roles & Responsibilities

Background: Jordan continues to advance reforms that aim to expand women s economic participation through the Economic Modernization Vision, legislative amendments, and coordination among key national institutions. Despite progress, legal and regulatory constraints still limit women s ability to enter, remain, and grow in the labor market. A concise, evidence-based review is required to highlight where reform momentum can accelerate and where institutional alignment can strengthen outcomes for women s economic empowerment. The consultant will be tasked to do the following:

  1. Review laws, regulations, and policies affecting women s economic participation, including labor market access, entrepreneurship, finance, childcare, transport, and social protection.
  2. Assess implementation progress and challenges of gender-responsive commitments, particularly those under the Ministry of Social Development.
  3. Identify priority legislative and policy reforms, drawing on regional and international best practices.
  4. Draft a short analytical paper (5 10 pages) summarizing key barriers, reform progress, and actionable recommendations.

Desired Candidate Profile

A bachelor s degree in Gender Studies, Social Development, Public Policy, Economics, Law, or a related field is required. Experience in gender and social development policy initiatives is highly desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 5 years in gender and social development policy initiatives is required. Familiarity with governmental coordination and legislative processes is required. Strong analytical, communication, and writing skills in Arabic is required. Basic knowledge of Women, Business and the Law (WBL) indicators is desirable.
