Title : Administrative and Financial Manager
Project : Socio-economic Empowerment of Women in Oasis and Argan Grove Areas (ASEFOA)
Expected workload : Full-time
Contract duration : 12 months (renewable, 5-year project)
Location : Agadir, Morocco.

Background
Cowater is currently seeking an Administrative and Financial Manager for a women's economic empowerment project in the Argan Grove Biosphere Reserve (RBA) in Morocco.

The Socio-economic Empowerment of Women in Oasis and Argan Grove Areas (ASEFOA) project, funded by Global Affairs Canada, in partnership with the National Agency for Oasis and Argan Tree Areas (ANDZOA), aims to strengthen the economic power and status of women in oasis and argan grove areas in Morocco. The project includes targeted interventions at the levels of (1) increasing the competitiveness and performance of women entrepreneurs and (2) strengthening a socio-cultural and institutional environment conducive to their economic empowerment. In a context of increasing environmental fragility, all these interventions will aim for resilience to climate change.

This project partially complements the achievements of the REFAM project (Economic Empowerment of Women in the Argan Sector in Morocco), implemented from 2018 to 2023. This project aimed at the economic empowerment of women in the argan sector and brought about significant changes in the sector's structure, the integration of gender equality within the interprofessional organization, and market access. The ASEFOA project will build on the results produced by REFAM to strengthen the power and economic status of women in oasis areas and the argan forest.

The candidate must be fluent in French and Arabic. The successful candidate will be based in Agadir and will be required to collaborate with project teams based in Morocco, as well as in Canada. The candidate will work closely with the finance and administration staff based in Canada to ensure compliance with administrative and financial processes.

  • Liquidation and closure of the branch
  • Initiate, in a timely manner and prior to the project's closure, the steps and procedures for liquidation and deregistration of the branch with the relevant third parties and organizations (tax authorities, CNSS, Commercial Court; various rental contracts and subscriptions).
  • Ensure the proper completion of the liquidation and deregistration procedures with settlement of the various social, tax and parafiscal contributions with supporting documentation.

Job qualifications and requirements

  • Minimum 10 years of experience in the administrative and accounting supervision of development projects, including the management of three externally funded projects (Global Affairs Canada, AfD, World Bank, European Union, etc.);
  • Excellent knowledge of the institutional, cooperative and/or private environment related to the argan and/or oasis sector in Morocco, more specifically in the Souss Moussa region, is highly desirable;
  • Proven experience in leadership, supervision and management of administrative teams in the context of a development project;
