Roles & Responsibilities

About the role

The Personnel Licensing Inspector (Helicopter) shall be responsible for the following:
1) Conduct standardization course for designated examiners certification.
2) Perform assessment of competence for examiners certification.
3) Evaluate applications for approval of aircraft flight simulators and approved organizations.
4) Determine the strengths and weaknesses of programmes for ground training, practical training, on-the-job training and flight training at approved training organizations and recommend remedial action to maintain standards and improve course design.
5) Evaluate applications for instructors and examiners certification.
6) Review and approve examiner standardization course for approved training organizations.
7) Conduct routine and non-routine inspections and surveillance audits of approved organizations, their facilities, manpower requirements, capabilities, etc. at their approved locations to ensure continued compliances with the established requirements.
8) Participate in the development, evaluation and revision of regulations, procedures, guidance material, and other related material related to training organizations, instructors, examiners and flight simulators.
9) Review amend and revise regulatory publications and technical procedures manuals in accordance with ICAO SARPSs and other adapted foreign civil aviation requirements (e.g., EASA IRs and FARs).
10) Responsible for oversight and enforcement processes and functions.
11) Ensure that operators fully establish the root cause of all submitted Mandatory Occurrence Reports (MOR).
12) Evaluate ground training curricular/manuals and study material submitted by approved training organizations in support of applications for approval to conduct approved training courses.
13) Evaluate the effectiveness of the compliance system and, if required, of the safety management system of organizations.

Experience

1. Professional Higher Education or equivalent experience.
2. Hold or have a pilot license with at least 4000 hours flight experience in helicopters.
3. Experience as pilot Instructor and Examiner (preferably on multi-pilot helicopters).
4. Minimum 5 years of experience in civil or military aviation management.
5. Experience in development, implementation and auditing procedures.
6. Must have working knowledge of ICAO Annexes and Documents, and internationally recognized regulatory systems such as EASA and FAA.[AK2.1]
7. Preferably, with demonstrated experience in a regulatory environment.
8. Appropriate skill levels and experience in SMS, risk assessment and project management.
9. Have knowledge of relevant Qatar aviation regulations (on aircrew licensing).
10. Have good judgment and decision-making skills.
11. Possess interviewing communication skills in a multi-cultural environment.
12. Possess excellent report writing skills.
13. Adequately proficient in written and oral communication of technical English language (English Level C1).
14. Computer literate (windows and MS office).
