Job Description
Roles & Responsibilities
Reporting to the Country Director, the Area Manager has the overall responsibility for their designated area and ensures that NRC s programme and operations in the area develops in line with NRC s mission, policies and country specific strategies. This position will also ensure high quality and cost-effective programme/project implementation within the designated geographical area in Libya.
Key responsibilities:
Lead the development and implementation of NRC s area-level strategy in accordance with the humanitarian context and NRC Libya s country strategy.
Programme quality - ensure the delivery of evidence-based services that are flexible, safe and inclusive, and that increase accountability to affected populations.
Ensure the delivery of a high-quality response to hard-to-reach areas and communities. This includes maintaining diverse stakeholder engagement, partnerships, and adherence to humanitarian principles whilst maintaining relevant safety & security risk mitigations. Responsible for staff security and safety at the area office.
Member of the Country Management Group (CMG). Also leads the Area Management Team (AMT) and foster a robust and effective workplace culture across different teams and departments.
Organize grants opening and closure meetings at area level making sure projects are operationalized with work plans on timely delivery.
Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources) and aligned to regional and global strategies, NRC and donor policies and guidelines.
Assess needs, develop emergency response and implement response plans for in kind assistance and cash-based interventions and market-based programmes.
Lead the development and implementation of NRC s area-level partnerships with local actors in accordance with NRC policy and partnership approaches.
Line management responsibilities for directly reporting staff. This includes performance management of this staff and capacity building/development to ensure they are equipped with necessary skills and competencies.
Represent NRC and networking on area level. As delegated by the Country Director, represent NRC in coordination and engagement with external stakeholders at national and local level.
Promote the rights of IDPs/returnees in line with the advocacy strategy
Desired Candidate Profile
Proven skills in leadership, management of large and diverse teams, strategic planning, and strong budget management. Background and experience in programme management at senior level within a humanitarian context.
Strong interpersonal skills with a collaborative approach when working with others with ability to manage competing deadlines and work pressures. We are also looking for someone analytical, strategic thinker and systematic. Innovation and adaptability to changing context and priorities are also key skills to have in the Libya context.
