Roles & Responsibilities

Strategic Responsibilities

• Advise and support the DNO&M Manager to make Drainage Networks Operations and Maintenance Department (DNO&M) a positive contribution towards achieving the Ashghal mission and Corporate Strategy objectives

• Play the lead role in ensuring the Ashghal Vision and Values becomes part of the culture of the Drainage Networks Operations and Maintenance Department.

• Provide an ongoing review of objectives, Risks, KPls and take actions for development and improvement.

• Ensure that the Department's plans and performance are within the approved budget and timescales by reviewing progress reports on the Department's performance as and when needed.

• Ensure that highest standards of professional conduct, ethics and integrity are maintained during the execution of the responsibilities.

Operational Responsibilities

• Advise and support the DNO&M Manager by providing expert technical, strategic and operational advice on all aspects of Asset Management within DNO&M

• Evaluate and recommend on Organization structure, policies, strategies, procedures and practices on Asset Management for the transformation of DNO&M

• Advise on improvements on risk management, operational output and performance within various Sections to ensure DNO&M's services objectives are achieved and sustained

• Advise and communicate the various aims, concepts, principles and practices applied to deliver DNO&M Organizational and services transformation framework by sharing relevant knowledge and experience

• Represent DNO&M's interest and act on Department initiatives as directed by DNO&M Manager

• Ensure the provision of regular and ad hoc reports to the DNO&M Manager, identify key trends and issues and proactively use information to take action or make recommendations for action

• Attend DNO&M Management Team Meetings and provide input in relation to Asset Management activities and facilitate progress of issues raised

• Undertake activities as assigned by the DNO&M Manager including attending or deputising at meetings

• Ensure adherence to Health and Safety Procedures and all company policies, procedures and regulations

Qualification:

• Bachelor’s Degree or higher-level qualification in Engineering in a relevant subject.

• Education qualification obtained from North America, West Europe, Australia

• Preferably holder of Accreditation from the Institute of Asset Management (1AM) or similar

• Holder of Chartered Membership in relevant discipline (e.g. Engineering) would be an advantage

• Holder of Accreditation from known Institute would be an advantage

• Holder of current/valid Qatar Driving License would be an advantage

Experience:

• 30 years' experience of the water/wastewater industry, ideally within the public sector

• Knowledge and experience of international Asset Management best practice and how it is delivered in an Organization preferred

• Knowledge and experience of change management/business transformation preferred

• Demonstrable experience in creating and embedding a new asset management function preferred

• Experience of working in a multidisciplinary Organization preferably in the Middle East

• Ability to drive and support strategic change

• Ability to influence and engage stakeholders and staff at all levels within the Organization

• Knowledge and experience of Quality, Health and Safety, and Environment policies, procedures and regulations preferred
