Roles & Responsibilities

An opportunity has arisen for an Assistant Manager - HSE to join Dubai Holding Asset Management. The main duties and responsibilities of this role:

The role holder is responsible for the implementation and management of all Health, Safety, and Environment (HSE) initiatives within the assigned DHAM portfolio(s)/entities. This includes providing operational support and guidance on HSE-related matters, ensuring compliance with applicable local and federal regulations. Key responsibilities include, but are not limited to:

  • Conducting hazard analysis, risk assessments, and evaluating the effectiveness of control measures.
  • Managing incidents, hazardous materials, and waste.
  • Ensuring emergency preparedness, fire and life safety, and office ergonomics.
  • Overseeing contractor management and critical activity controls (Permit to Work).
  • Monitoring industrial hygiene and ensuring adherence to relevant local and international HSE standards.

Policies, Procedures & Systems

  • Assist the Director in developing HSE strategy, objectives, policies, procedures, and systems in line with the applicable regulatory guidelines and DHAM standards.
  • Support the Director in advising business heads to establish realistic short & long term HSE objectives, deciding priorities & establishing adequate systems & performance standards.
  • Ensure business unit’s compliance with DHAM HSE Management system MS through effective implementation and communication of established policies and programs to all HSE Management System (HSEMS) with all relevant stakeholders.
  • Ensure the implementation of applicable international standards (ISO 45001, ISO 14001, etc.) and industry best practices to maintain a robust HSE management system across DHAM’s entities.
  • Ensure the implementation, update, review, and audit of the DHAM’s HSE system in accordance with the DHAM HSE management system standards and guidelines. Engage in developing business process in which HSE aspects are involved and establish the same.
  • Ensure all relevant documents are retained and secured in line with DHAM policies.
  • Prepare the necessary scope of work on health and safety for new tenders as applicable to the nature of activity.

Emergency Management

  • Ensure all DHAM entities have emergency preparedness plans, first aid processes, and adequate processes in place to manage identified emergency situations.
  • Coordinate and participate in emergency exercises and follow up on identified actions and measures.
  • Ensure all critical / HIPO incidents are investigated to identify root cause and effective implementation of preventative actions carried out to avoid similar instances / occurrences.

Operations

  • Implement operational standards in line with applicable legal requirements, HSEMS and ensure compliance.
  • Evaluate the work environment in compliance with established standards, identify opportunities for improvement, communicate to the responsible and follow up on actions.
  • Evaluate events in compliance with applicable legal requirements, HSEMS, suggest improvements and follow up.
  • Promote Eco friendly practices, such as resources conservation, recycling, waste management, water management, soil management and Noise management.
  • Ensure potential high-risk activities arising from daily operations, modification, relocation and facilities management work and activities are controlled through effective implementation of “Permit to Work System” to mitigate fatal risks and other dangerous occurrences.
  • Implement proactive measures such as periodical inspections, assessments, internal and external audits to ensure all HSE procedures are following DHAM HSEMS.
  • Assess the DHAM working environment in compliance with established standards, identify opportunities for improvement, communicate to the responsible and follow up on actions.
  • Monitor and measure performance of DHAM entities in accordance with DHAM HSEMS with appropriate reports, analysis, statistics, and reviews.
  • Ensure all incidents are captured, reported, recorded, and investigated to DHAM expectations through suitable means. Assess incident trends and review overall HSE performance.
  • Maintain DHAM HSE critical risk register and ensure the risk mitigation measure are documented and regular follow up is conducted to ensure the CRR status as updated with acceptable risk rating.
  • Issue HSE NOC for infrastructure submissions within DHAM plot limit as per the agreed SLA.

Inter Departmental & Government Coordination

  • Liaise with FM operations, building projects, infrastructure, fit out teams and other relevant department who are in association with HSE to promote HSE culture & effective implementation of DHAM HSE policy.
  • Liaise with relevant regulatory authorities to ensure the compliance with applicable HSE legislations.
  • Coordinate with stakeholders and ensure risk & legal register and environmental impact assessment procedures are followed.
  • Provide technical support to senior management on any HSE related matters.
  • Organize HSE committee meetings in line with DHAM HSE governance charter and record all key HSE matters for its resolution and action.
  • Assist business during pre-sale, lease renewal of critical assets to ensure the business partners are complying with HSE requirements to prevent business interruption due to their nature of activity.

Service Provider Selection & Evaluation

  • Engage in selection of key service providers and project consultants.
  • Evaluate the performance of facilities service provider(s) and ensure the HSE scope is delivered as per the agreed SLA.

Trainings & Workshops

  • Identify training needs and competencies for HSMES stakeholders. Structure and impart suitable training and awareness programs to identified stakeholders.
  • Conduct in house workshops, presentations, and other suitable means to spread HSE awareness.

Continual Improvement

  • Promote safe work environment through (fatal risk mitigation, personal safety, workplace safety, mechanical safety, electrical safety, dangerous goods safety, fire safety and event management).
  • Promote ecofriendly practices, such as resources conservation, air management, water management, soil management, noise management, waste management etc.
  • Identify operational challenges in coordination with FM operations and other relevant stakeholders and incorporate improvements, as necessary.
  • Record incidents /accidents and near misses to assess the trend and address the findings with relevant stakeholders to implement necessary corrective and preventive action.

Desired Candidate Profile

  • Bachelor’s Degree in Environment, Occupational Safety & Health or Engineering.
  • A current relevant health and safety qualification (e.g., NEBOSH Diploma/IOSH/CSP Certificate or equivalent) is essential.
  • Competency certification (e.g., Lead Auditor ISO 45001 /OHSAS 18001) is desirable.
  • IOSH membership or similar association is desirable.
  • Minimum 6 years of experience in HSE management system.
  • Demonstrated experience in OHSAS 18001, ISO 45001, ISO 14001.
  • Fully conversant with international HSE standards, codes, and industry best practices.
  • Excellent written and verbal communication skills in English.
  • Sound knowledge of local HSE legislation, international standards, and industry best practices.
  • Strong expertise in crisis management and emergency response.
  • Meticulous and detail-oriented with a high degree of accuracy.
  • Knowledgeable in First Aid procedures.
  • Proficient in report writing and delivering effective presentations.
  • Competent in using relevant computer applications and software.
