Job Description

Roles & Responsibilities

- Contributes to drafting new and updated policies, rules and regulations (directives, manuals, Sops, guidelines, instructions) in the area of Fleet and Transport Management for the Agency, in consultation with internal and external stakeholders and taking into account thespecificities of UNRWA's operations on the ground. Contributes to the development of methodologies/tools/documentation to ensure standardization and streamlining of procedures to gain efficiency and best serve internal clients, while maintaining strict adherence to financial rules and regulations. - Monitors accuracy of data available in information systems (ERP, Fleet management systems, and other transportation systems and portals). Manages the implementation of system enhancements, service contracts of different systems or services. Reports any issues on information systems integrity and confidentiality of sensitive information and proposes corrective plans as necessary to make sure data are accurate and updated. Reviews andupdates master data in different information systems, material list of vehicles and spare parts, Business Partners profiles, etc. Reviews requests for access to information systems and user rights. - Carries out analytical and statistical analysis on historical data related to Fleet and Transport Management in the Agency aiming at drafting projections and recommendations meant to optimize and enhance the overall Fleet and Transport Management procedures of the Agency. - Provides support and in-depth advisory and orientation on best practices in the field of Fleet and Transport Management, and incorporates them into new and updated policies, rules and regulations, specifically but not limited to Vehicles, Drivers, Trips, Fuel, Maintenance, Accidents, and other related aspects as advised; undertakes internal reviews and assistance visits; identifies abnormalities and areas of risk. Conducts analysis, identifies trends, proposes and monitors performance indicators. - Participates in the production of training programs in the area of fleet management; analyzes results and identifies skill gaps and training needs including best practices. Provides support to establish generic or specific terms of reference and evaluation criteria. - Provides support to coordinate and review the responses to audit reports and address any alleged violations of the Agency's financial rules, regulations and policies in the field of fleet management. Monitors implementation of mitigation measures pursuant to auditors' observations. - Communicates, facilitates and liaises between HQ and field offices technical teams, for managing the delivery of the project and communicating accordingly. Presents the status report of the project to the senior officials of the organization.

Desired Candidate Profile

A first university degree from an accredited educational institution in Engineering, Computer Science, public administration, procurement, supply chain management, contract law, auditing or related area.
