Job Description
Roles & Responsibilities
The Incumbent :
- Conducts regular field missions to gather information and data on protection issues confronted by Palestine refugees, particularly on PSEAH, Gender, and GBV in order to analyse and report on the protection context and issues encountered in the field and adequately identify emerging areas of concern as a basis for informing programmatic and advocacy responses.
- Supports the implementation of the PSEAH portfolio in the West Bank in close coordination with the Gender Protection Officer and the Protection Mainstreaming Officer, mainstreaming PSEAH and gender equality across UNRWA service delivery and ensuring integrated protection responses.
- Contributes to the development, implementation, and monitoring of the WBFO annual PSEAH action plan, informed by case and trend analysis and aligned with inter-agency PSEA Network priorities; provides regular updates to management on progress and proposes innovative, cost-effective approaches.
- Provides technical guidance to strengthen internal capacity by supporting the establishment and operationalization of SOPs, internal mechanisms, and structures that prevent SEAH and promote a survivor-centred response, in line with UNRWA policies, Inter-Agency standards, and international best practices.
- Supports the mainstreaming of protection principles and standards in UNRWA service delivery and programmes, especiallygender mainstreaming across programmes by analyzing Gender and Protection related risks across the West Bank and coordinating with prorgammes to incorporate gender recommendations in programme design, implementation, and monitoring.
- Contributes to designing a comprehensive area level protection strategy by coordinating, ensuring quality, and providing technical support and capacity building, Designs and delivers staff training and capacity-building initiatives on protection and humanitarian principles, especially PSEAH and gender, across departments, and promotes the use of relevant inter-agency tools, guidance, and best practices.
- Plans and leads community engagement activities, including consultations and focus group discussions (FGDs), to strengthen awareness of rights and reporting mechanisms, ensuring the meaningful inclusion of women, girls, and other vulnerable or marginalized groups.
- Builds and maintains relationships with a broad network of stakeholders (including government, local authorities, UN agencies and NGOs as well as beneficiaries and other persons of concern) who can contribute to gender sensitive protection responses for Palestine refugees. Contributes technical inputs to the West Bank Inter-Agency Protection Cluster and supports coordination on gender and PSEA priorities, acting as a focal point for related issues.
- Facilitates safe, confidential, and timely referrals of SEAH cases through established pathways, including the PSEA Network and GBV AoR, ensuring a survivor-centred approach and minimizing risks; supports access to internal services where required and contributes to incident reporting processes (including RC/HC submissions) in coordination with relevant officers.
- Strengthens monitoring, reporting, and knowledge management by promoting the collection and analysis of sex- and age-disaggregated data, consolidating inputs from Gender/PSEAH focal points and partners, identifying trends and gaps, and producing actionable recommendations and reports for leadership.
- Undertakes integrated assessment and follow-up of the most serious humanitarian principles and protection issues.
- Prepares reports, briefings, and training materials as required and conducts oral and written translations of Arabic and English where required. Contributes to inter-agency coordination, learning, and reporting processes, including documenting good practices and lessons learned to enhance gender equality and PSEAH outcomes across the response.

Desired Candidate Profile
At least four years of relevant technical experience, preferably in protection, human rights, gender, Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH), humanitarian relief emergency operations or other related disciplines is required
Direct experience working with GBV survivors and survivor-centered approach is required
Experience and skills in coordination, training, capacity building and mentoring is required
Demonstrated experience in managing and analyzing qualitative and quantitative data is required
Experience in driving to field locations and possession of valid driving license in the West Bank is required Demonstrated experience in managing and analyzing qualitative and quantitative data is required. Experience in design, implementation and analysis of assessments and surveys is required.
