Roles & Responsibilities

Project Context and Scope

The Immigration and Border Governance (IBG) Unit at IOM Egypt supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive training, equipment and infrastructure provision programme for different Ministry of Defence, Ministry of Interior, Ministry of Transport and Ministry of Finance departments mandated with border management in Egypt on various technical topics, policy support, initiatives related to International Migration Law (IML), rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), maritime law and SAR (Search and Rescue), countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighbouring countries in the above domains including implementation of international agreements in support of humane and orderly migration.

Under the project titled: Integrated Migration Management Fostering Migration Governance, Safeguarding Communities, and Ensuring Regular Pathways under the Regional Migration Governance Programme (RMGP) funded by the Ministry of Foreign Affairs of the Kingdom of Denmark, IOM Egypt is implementing a series of interventions aimed at enhancing migration management to advance safe, orderly and rights-based migration in the Southern Mediterranean. This effort aims to support comprehensive migration governance and promote cross-border regional cooperation. Through enhancing data-driven decision-making and effective border management and supporting relevant national Egyptian institutions with capacity development to address smuggling of migrants and trafficking in persons.

Required Qualifications and Experience

Education

  • Master s degree in migration studies, international relations, Information Systems, security studies, Public Policy, or related field or social sciences and strategic studies, preferably with a focus on strategic and/or operational border management, or a related field from an accredited academic institution;

Experience

  • 6 to 10 years of relevant professional experience in immigration and border management, digitalization of public sector systems, or related fields;
  • Demonstrated experience supporting government authorities on digital transformation initiatives in migration or border management;
  • Strong experience in organizing and/or delivering capacity building activities, specifically on immigration, border management, digitalization, development of national strategies, and other related fields of expertise;
  • Strong knowledge of relevant international standards including International Migration Law and applicable international frameworks, data protection and privacy principles relevant to migration and border management systems, and rights-based approaches to migration management in line with IOM mandate, principles and operational frameworks.
  • Proven ability to design and deliver technical training to different audiences;
  • Experience in liaising with humanitarian and development partners as well as national authorities, police, border officials;

Skills

  • Excellent writing skills, ability to explain clearly complex concept and adapt to diverse audience;
  • Excellent organizational skills, ability to organize one s own work, and ability to respect schedules and deadlines.
  • Experience working with the United Nations is a valuable asset.

Languages

For this consultancy, English language is required, Knowledge of Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
