Roles & Responsibilities


Key responsibilities

Resource Mobilization Planning/ Strategy 25%

  • Leads the design and implementation of fundraising/ resource mobilization strategies intended to strengthen income and partnerships to deliver the country strategy.
  • Establish and maintain up- to -date funding strategies and plans at country and sub country level including a donor mapping and engagement plan .
  • Research new funding prospects to meet the set ambition of the country program.
  • Contribute in ensuring that staff and office costs are covered (pro rata) in all proposals and identifying gaps in our funding structure.
  • Mobilize resources in the confederation to support the development funding opportunities.

Business Development Coordination 30%

  • Link with the confederation funding architecture to access intelligence, opportunities and skills.
  • Brokering assistance from technical advisers and donor account managers in affiliate HQs, regional offices and shared services.
  • Support in-country staff to adhere to funding policies and guidelines of the confederation.
  • Collaborate (with other affiliates) to co-create or develop funding opportunities, proposal submissions, ensure contract compliance and reporting, as well as, on donor liaison.
  • Contribute to establishing and maintaining up-to-date funding grids and updates.
  • Ensure that strategic and operational funding management information is distributed regularly to programme managers/budget holders and finance department.
  • Actively identifies, qualifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting Oxfam s program. Including facilitation of the agreed Oxfam Bid/No-bid process, establishing and maintaining pipeline tracking and relationship management tools .
  • Negotiate with affiliates on their offers to the CO and follow up on delivery and potential disputes.
  • Prepares all necessary groundwork for proposal development helps assemble bid development teams, provides effective bid coordination and project management in country and undertakes quality assurance of donor proposals to ensure high quality competitive proposals in order to successfully secure institutional donor funds, seeking multi-year funding from potential donors whenever possible.
  • Supporting the country program team to scope and preposition Oxfam for new consortium partnerships with local stakeholders where appropriate .

Donor Compliance 15%

  • Provides technical advice in negotiations with institutional donors over contracts, costs, governance and accountability, and donor conditions.
  • Advice program, finance and logistics staff to deliver strong donor compliance and undertakes quality assurance for reports for donors in country considered to be high risk, in order to help minimise any negative impact to Oxfam s income and reputation.
  • Ensure review and sign-off of donor submissions including Expressions of Interest, concept notes , proposals, reports, contracts and other correspondence according to agreed Oxfam processes.
  • Work closely with the teams (in particular finance) to ensure greatest use of restricted funds through strategic recharging to donor contracts where possible, and to ensure budget spend is maximized.

Representation 15%

  • In conjunction with the Country Director and the country program team, represent Oxfam to donors and other external stakeholders as appropriate .
  • Responsible for managing and building Oxfam s relationships with door representatives in the country.
  • Ensures that Oxfam proactively engages on a strategic basis with institutional donors at a country level in order to facilitate technical program exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding.
  • Represent the CO within the confederation with specific reference to bid board and the global institution funding team.

Capacity Building 10%

  • Undertakes capacity assessments and provides technical training, support and advice for staff on how to work with donor funding in country.
  • Strengthen the capacity of colleagues in the planning, securing and management of guidance, coaching and accompaniment .
  • Strengthen the capacity of partner organizations in funding skills as part of their organizational development with Oxfam OPT.
  • Capacity build any national grants and compliance officers, with full development plans drawn up and fulfilled.

Information Management 10%

  • Ensure the funding files, both electronic and paper, are complete and kept up-to-date.
  • Ensure that all restricted income for specific programs is correctly recorded according to Oxfam s internal donor income database, and strengthen compliance and utilization of internal systems for project and contract management .
  • Help develop information for induction, training and other resources (as required).
  • Support preparation for audits or donor visits of donor funded programs as required.

Gender and Youth 5%

  • To assist in ensuring that the program is planned and implemented in a consultative, participative and gender sensitive way, and to ensure this articulated well in proposals and reports to help Oxfam meet its commitment to gender justice and youth engagement.

Desired Candidate Profile

Essential Technical Competencies

  • Development Professional with a relevant Masters Degree and /or equivalent professional experience.
  • 5+ years demonstrated professional experience in identifying and securing funding from major government donors, multilateral agencies, corporate donors and/or foundations or philanthropies. (such as, ECHO, BMZ, AICS, EU and UN)
  • Proven ability to identify new business opportunities and partnerships.
  • Experience of collaborating with and leading technical teams to develop program proposals that are funded by institutional donors .
  • Strong networking, representational and negotiation skills.
  • Ability to work effectively with others in a team across institutional boundaries and business units. Proven ability to utilize talent and expertise of team members to achieve objectives .
  • Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment Superior
  • Experience of capacity building, preferably in funding, including coaching and delivering training at individual and group level , of staff and partners .
  • Strong numeracy and financial and IT skills, with attention to detail to develop and analyse donor budgets and reports, and support the financial management / monitoring.
  • Ability to manage time effectively, and adapt priorities to respond to changing demands and tight deadlines m across multiple time-zones.
  • Fluency in English, both verbal and written.
  • Ability to present complex information in a succinct, precise and digestible form.
  • Capacity to work sensitively and in a participatory manner with diverse actors.
  • Ability to manage complex workload and meet deadlines.
