Roles & Responsibilities

The consultant will perform the following tasks in close coordination with ILO and DSS:

  1. Review of Background Materials
    • Examine sample employer and employee forms used by DSS, noting variations across regional offices and distinguishing between printed and handwritten formats.
    • Review actuarial data requirements to identify specific fields that must be captured for valuation purposes.
    • Review ILO templates and comparable ToRs (e.g., Lebanon data entry assignment) as reference material.
  2. Stakeholder Consultations
    • Hold consultations with DSS staff to understand the workflow of record handling, storage, and accessibility.
    • Engage with ILO technical specialists (actuarial, social protection, MIS) to confirm data requirements and expectations.
    • Identify operational constraints (e.g., availability of workspace, IT equipment, working hours).
  3. Scoping the Data Entry Exercise
    • Define the scope of work for the future data entry provider, including:
      • Expected volume of records and estimated time per record.
      • Data fields to be entered and validation rules required.
      • Procedures for handling difficult-to-read or incomplete forms.
    • Describe operational arrangements (e.g., file numbering, transport of records, traceability).
    • Highlight logistical requirements (workspace, IT hardware, staffing levels).
  4. Quality Assurance and Data Security Framework
    • Propose mechanisms for multi-layered quality control and error correction.
    • Specify roles of DSS supervisors in final verification.
    • Define data security and confidentiality protocols aligned with ILO standards.
  5. Drafting of ToRs
    • Prepare a full draft ToR for the data entry exercise, including:
      • Background and rationale.
      • Scope of work, tasks, and deliverables.
      • Indicators of performance and evaluation criteria.
      • Qualifications required from bidders.
      • Implementation timeline and indicative payment schedule.
    • Incorporate technical annexes (e.g., sample forms, data fields).

IV. Expected deliverables

Deliverable 1. Draft comprehensive ToRs in line with the ILO standard requirements for review by ILO/DSS (within 2 weeks from the date when contract is signed).

Deliverable 2. Final comprehensive ToRs in line with the ILO standard requitements, incorporating ILO and DSS feedback, ready for issuance as part of the procurement process (within 1 month from the date when contract is signed).

V. Reporting arrangements

The consultant will work under the supervision of the Chief Technical Advisor on Social Security based in Baghdad, Iraq, and in direct contact with the National Project Officer based in Erbil, Iraq and a Social Security Quantitative Analyst/Actuary based in Beirut, Lebanon. The consultant will closely coordinate with DSS counterparts.

VIII. Payment terms

First payment equivalent to 50% of the total contract amount upon submission and acceptance of Deliverable 1 (within 2 weeks after the contract start).

Second (final) payment equivalent to 50% of the total contract amount upon acceptance of the final ToRs, (within 4 weeks of contract start).

Desired Candidate Profile

Advanced degree in economics, statistics, actuarial science, social policy, or related field.

Proven experience in drafting ToRs or technical specifications for data-intensive projects, including actuarial valuations.

Familiarity with social security systems, actuarial valuations, or large- scale data management is an asset.

Strong analytical and writing skills in English; knowledge of Kurdish (Sorani) and/or Arabic is highly desirable.

Experience working with international organizations and government counterparts.

The ILO is supporting the Department of Social Security (DSS) in the Kurdistan Region of Iraq (KRI) to prepare for an actuarial valuation of its social security schemes. A key prerequisite is the digitization of employer and employee contribution records, which remain largely in paper format.

Given the scale and complexity of the data entry exercise, there is a need to develop detailed Terms of Reference (ToRs) and technical specifications to guide the procurement of a service provider. The ILO seeks to engage an individual consultant to draft these ToRs, ensuring that the future data entry assignment is clearly defined, technically sound, and feasible in the KRI context.
