The ILO is supporting the Department of Social Security (DSS) in the Kurdistan Region of Iraq (KRI) to prepare for an actuarial valuation of its social security schemes. A key prerequisite is the digitization of employer and employee contribution records, which remain largely in paper format. Given the scale and complexity of the data entry exercise, there is a need to develop detailed Terms of Reference (ToRs) and technical specifications to guide the procurement of a service provider. The ILO seeks to engage an individual consultant to draft these ToRs, ensuring that the future data entry assignment is clearly defined, technically sound, and feasible in the KRI context.
