Job Description
Roles & Responsibilities
Under the overall supervision of the Head, Mobility Pathways and Inclusion (MPI) and the direct supervision of the Protection Coordinator, the Capacity Building Specialist (Protection) will be responsible for developing capacity building materials for Implementing Partners (IPs), as well as other relevant organizations and government entities on protection topics, including but not limited to: general protection, protection case management, community-based protection, gender-based violence, referrals, trafficking in persons, data protection, and disability inclusion. The consultant will work closely with relevant colleagues to develop materials and deliver trainings to partners.
Tasks to be performed under this contract
Develop capacity building training packages for Implementing Partners, as well as other relevant organisations and government entities on protection topics, including:
Introduction to protection (one-day training)
Gender-based violence (GBV) concepts (two-day training), in coordination with the GBV Officer
Community-based protection (CBP) (three-day training)
Protection mainstreaming (two-day training), in coordination with the Disability Inclusion Team and Prevention Against Sexual Exploitation and Abuse (PSEA) National Officer
Case management, including GBV case management and data protection (three-day training), in coordination with the GBV Officer and Information Management Team
Introduction to trafficking in person (TiP) and TiP case management (one-day training)
Deliver one Training of Trainers (ToT) on the above mentioned topics, to relevant protection staff.
Ensure all capacity-building materials are translated into Arabic and Kurdish in coordination with the Media and Communication Unit.
Deliver one one-week training to current and prospective protection IPs on the abovementioned topics.
Develop a monitoring and evaluation framework and tools to measure the effectiveness of training conducted for IPs, external stakeholders, and government entities.
In coordination with the Senior Program Associate (Protection), develop capacity building plans for all current and future protection IPs.
Outputs / Deliverables and Payment Schedule
Deliverable 1: Capacity Building Training Materials
Development of six (6) capacity-building training packages and their translation into Arabic.
Payment: 40% of the total consultancy fee will be released upon submission and approval of all six training packages and their Arabic translations. To be completed by 30 th of June.
Deliverable 2: Training of Trainers (ToT)
Design and delivery of one (1) Training of Trainers (ToT) session for relevant protection staff. To be completed by the 15 th of August
Deliverable 3: Monitoring and Evaluation Framework
Development of monitoring and evaluation (M&E) frameworks for training activities across relevant thematic areas. To be completed by the 15 th of August.
Deliverable 4: Training for Implementing Partners (IPs)
Delivery of one (1) training programme for protection implementing partners. To be submitted by the 15th of August.
Payment: 60% of the total consultancy fee will be released upon submission and approval of deliverables (2), (3), and (4).
Performance indicators for the evaluation of results
Quality validation of training materials by the Protection Coordinator, as well as relevant staff, including the GBV Officer, the PSEA National Officer, and relevant Protection Mainstreaming staff
Alignment of training content with GBV, CBP, and DI standards, in line with Global Protection Cluster Guidance
Completion of all six training packages in line with the agreed-upon timeline
Completeness of all training materials in Arabic and Kurdish, with technical accuracy of translated materials
Positive training evaluation of the ToT as well as external training
Technical approval of M&E framework by the Protection Coordinator
Desired Candidate Profile
Education
Master s degree in law, political science, human rights, international relations, international development, humanitarian action or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience
Sound knowledge of foundational concepts in relation to protection and protection mainstreaming.
Expertise in the field of humanitarian protection.
Demonstrated experience and updated knowledge in the field of research and needs assessment.
Experience in mediation and facilitation of groups, as well as leadership or facilitation of consultative processes, including the facilitation of consultations online, using accessible technology.
Knowledge of IASC cluster system and the Global Protection Cluster.
Skills
Candidate must be familiar with the UN system, with understanding of IOM being an advantage.
Ability to foster commitment and build capacity among activity staff and in-country actors on integration and empowerment, including training and workshop facilitation
Ability to work under pressure and deliver within the timeframe.
Languages
For this consultancy, fluency in English is required, and Arabic is preferred.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
