Roles & Responsibilities
The Chief of Party will be a member of the MASHRIQ Regional team, which is managed by the Director of the Geographical division based in Amman.
The Chief of Party will lead the implementation of a GFFO-funded multi-country consortium, ensuring effective coordination, compliance, and delivery of program objectives across all participating countries. This role requires strong leadership through influence, fostering collaboration among partners, and maintaining high standards of financial oversight and donor compliance, without direct line management within the consortium.
In parallel, the position will contribute to the MASHREQ Regional Program by supporting the strengthening of quality frameworks and cross-cutting approaches, including Disability, Gender and Age inclusion, Protection Mainstreaming, and Conflict Sensitivity particularly within HMA interventions. The role will also support the development of multi-country proposals within the region, in close coordination with the Regional Programme Development team.
Through these combined responsibilities, the Chief of Party will play a key role in ensuring program quality, strategic alignment, and the effective integration of cross-cutting priorities across the consortium and the wider regional portfolio.
Details relating to security risks, isolation, travel and living conditions
Living conditions in Jordan are comfortable. Security conditions are very stable throughout Jordan.
Jordan provides schools, medical facilities, wellbeing premises. It is a family duty station.
The Chief or Party needs to travel to all countries under this program (Palestine, Syria, Lebanon)
Objectives of the position
- As chief of Party of a GFFO multi-country consortium grant (80% of time): As Chief of Party you will be responsible for the overall coordination, financial oversight, and compliance of the GFFO multi-country consortium. Your role ensures effective collaboration among partners, adherence to donor requirements, and successful delivery of program objectives across all participating countries. This position does not include direct line management within the consortium but requires strong leadership through influence, coordination, and consortium partner engagement.
- Support Mashriq Regional Program for 20% of time:
- Contribute to HI quality framework: support the Regional Technical Head of Program to coordinate and monitor actions to improve the adoption of Disability-Gender-Age policy, Protection Mainstreaming and Conflict Sensitivity across the regional program, with priority given to HI HMA interventions and then scaling up to other sectors;
- Support Regional Program Development department for the development of HI multi-country HMA proposals within the region (including potential cost extension of the GFFO consortium)
6 Responsibilities as Chief of Party of GFFO consortium:
Responsibility 1: Consortium Coordination
- Act as the central focal point between the 3 consortium partners across the 3 countries.
- Facilitate effective communication, alignment, and collaboration among stakeholders.
- Organize and lead consortium meetings, steering committees, and coordination calls.
- Support conflict resolution and ensure smooth partnership dynamics.
- Ensure joint planning, consistency in project implementation approaches in accordance with the logical framework and within the allocated budget.
- In liaison with the project's governance bodies, in particular the technical resources (HI or consortium members), ensure the application of IMAS quality technical standards within the project and Hi Standard for HI intervention, and follow up the implementation of recommendations resulting from evaluations, support missions and audits.
- Facilitate audits (operational, financial and organisational) and ensure the implementation of their recommendations
Responsibility 2 : Program Monitoring & Quality Assurance
- With the support of the regional MEAL unit and in coordination with partners MEAL focal points, create, deploy, implement and monitor all appropriate tools for project monitoring, evaluation, accountability and learning, in line with HI policies and frameworks.
- Ensure that appropriate data collection and management tools are put in place in the project, in accordance with standard frameworks.
- Ensure that project data is collected and compiled in the project database.
- Carry out regular checks and make any necessary corrections to the activity database in conjunction with the MEAL unit.
Experience
- Experience in managing complex and or multi-country humanitarian projects
- Experience in managing consortia is an asset
- Experience in managing HMA interventions is an asset
Skills
- Skilled in developing and maintaining partnerships and effective collaborative working relationships, including within large and complex organisations, and between HQ and fields.
- Excellent capacities in representation and networking at different levels local, national and regional
- Demonstrated ability to think strategically and analyse and simplify complex information for a variety of audiences. Ability to handle situations diplomatically and tactfully
- Excellent communication skills (both written and oral) including excellent command of written and spoken English
- Proven knowledge of HMA sector
