Roles & Responsibilities

Our client, a global multi-entity organisation with operations in Dubai, Europe, and Central Asia, is seeking a high-level Chief Operating Officer (COO) to lead operational strategy and execution across its three-entity structure (two foundations and one Dubai-based commercial entity).

This is a strategic and executional role for a proven COO who thrives in structured governance environments, can manage cross-border operations, and is comfortable working closely with the Group CEO and reporting weekly on results.

The entire operational model, governance framework, and project lifecycle are already documented and housed within a centralised portal enabling the right candidate to integrate quickly, make data-driven decisions, and lead with clarity.

Key Responsibilities

  • Lead operations across all business units within the group: Dubai HQ, two international foundations, and affiliated partners.
  • Ensure implementation of the companys annual roadmap, project governance, and portal-based operational standards.
  • Oversee day-to-day execution across departments, ensuring compliance, accountability, and alignment with strategic goals.
  • Conduct weekly strategic review meetings with the CEO (60 minutes) and deliver a concise weekly performance report.
  • Manage and liaise with one point-of-contact per country/entity, scaling the team structure as the organisation grows.
  • Coordinate with stakeholders including legal partners, donors, international partners, and internal department heads.
  • Monitor performance against key benchmarks: efficiency, cost, delivery timelines, and regulatory compliance.
  • Serve as the operational integrator across cross-cultural and multi-jurisdictional teams.
  • Maintain complete transparency through the company's digital portal (projects, stakeholders, contracts, and documentation).

Desired Candidate Profile

Candidate Requirements

  • Minimum 8 years of leadership experience with direct COO-level or Group Operations/Multi-Entity oversight.
  • Strong track record of managing multi-entity structures across geographies.
  • Based in Dubai (or able to relocate) with a strong passport that allows unrestricted travel to Europe, the UAE, and other regions.
  • Experience working with governance-driven organisations (NGOs, foundations, donor-funded initiatives, or cross-border commercial ventures).
  • Comfortable operating in structured digital ecosystems governance portals, SOP libraries, and roadmap-led execution.
  • Skilled in stakeholder communication, performance tracking, and cross-functional leadership.
  • Must be available for weekly updates with the Group CEO and to follow the strategic direction provided.
  • Exceptional integrity and transparency subject to strong background check, reference verification, and passport validation.
