Job Description

Roles & Responsibilities

Develop a comprehensive human resources strategy aligned with the manpower needs delineated in the business plan. Regularly assess and adjust the HR strategy to ensure its alignment with organizational objectives.

Strategize manpower development, organizational change initiatives, and budgetary requirements.

Establish HR standards, processes, and procedures consistent with HR policies and labor regulations.

Lead the development and implementation of strategies and standardized processes for Facility Services, Fleet Management, and Administration.

Oversee the efficient maintenance of office and plant facilities, ensuring adherence to Health, Safety, and Environment (HSE) guidelines while managing costs effectively.

Ensure compliance with security standards for office and plant premises, including visitor management protocols.

Manage the annual departmental budget to align expenditures with the company's business plan.

Strategically plan and direct the Administration function to meet both short-term and long-term company objectives.

Coordinate Administration activities to integrate emerging company policies and processes, identifying policy requirements for Administration and Procurement. Work towards establishing a cohesive set of Company policies to support both immediate and long-term company planning goals.

Effectively implement, lead, and enforce adherence to all human resource policies and procedures in accordance with established guidelines.

Align HR policies and practices with business priorities, offering recommendations for adjustments as necessary.

Develop and propose manpower plans in accordance with business requirements and the Omanization policy.

Implement compensation programs to ensure compliance with regulations and maintain competitive salary structures.

Ensure access to quality medical facilities and promote health awareness through medical and sports campaigns and activities.

Present complex HR issues to the board for approval, advice, or informational purposes.

Oversee the development and implementation of Service Level Agreements (SLAs) within the HR scope of work.

Design a succession plan scheme for management-level positions.

Represent the company in HR matters within the sector and the Association of Professional Societies in the Republic (APSR).

Facilitate the timely identification of divisional, departmental and sectional KRAs and oversee the KRA cascade process to all employees.

Implement and drive adherence to performance management and improvement process leading to a positive and measurable impact on employee performance.

Manage the performance and rewards linkage year-on-year based on the performance scores.

Work closely with department heads to identify potential internal candidates for succession and promotions.

Address the grievances of employees relating to HR policies, PMS and increments in a timely and effective manner.

Oversee the identification of learning and development needs for employees.

Direct the analysis of training needs in order to align the needs with business requirements and priorities; approve and publish the training calendar.

Oversee learning and development activities for the company and monitor skill development and training effectiveness and conduct pre and post competency assessments.

Conduct risk analysis on competency gap to be reflected on human development and HR budget.

Lead HR process enhancement to achieve better efficiency and employee satisfaction.

Identify and plan for expenses during the year in alignment with business objectives and priorities.

Provide inputs in finalizing the budget for the department/section and monitor budget continuously.

Highlight and prepare a business case for deviations from budget/expenditures on unplanned activities.

Communicate the overall business plan and focus areas for the business and clarify the manner in which the team will contribute to overall business objectives; translate the business plan into team/departmental objectives.

Coaching head of departments on how to deal with day to day hr related subject, and advice on best practice and solutions.

Serves as a liaison to and interacts with key stakeholders both inside and outside the company, including governmental and non governmental sector and other key organizations and groups.

Manage and set up Strategies and Standard Processes for Human Resources and Support Services.

Identify the business need for establishing a process and provide inputs in defining and documenting it; assign accountabilities within the team for managing the process.

Adhere to internal processes and encourage adherence from team members.

Knowledge of facilities management and employees administration services & logistics

Understand the HSE standards of the company and adhere to them at all times.

Adhere to company policies and procedures at all times.

Desired Candidate Profile

Job Purpose:

  • Develop comprehensive strategies for Human Resources (HR), Administration, and support services functions.
  • Lead the HR function by aligning strategies with company objectives, overseeing HR systems, policies, industrial relations, employee welfare, standard processes, union management, disciplinary procedures, and compensation frameworks. Ensure talent development to enhance productivity, competence, and employee satisfaction.
  • Establish and maintain standardized processes for facility services, fleet management, administration, documentation, and archiving.
  • Formulate business strategies to support management in optimizing employee management functions within company policies and procedures.
  • Plan, prepare, and implement change management initiatives to minimize resistance and maximize engagement. Provide coaching to senior leaders and executives as change sponsors, focusing on the human aspect of change, including business processes, systems, job roles, and organizational structures, to meet organizational needs effectively.
