Roles & Responsibilities


Purpose of the Assignment
The Climate and Gender Expert or team will be responsible for conducting in-depth research to document the intersection of gender and climate justice in Lebanon and Syria, analyzing the impact of climate change on women and girls, LGBTQIA+ individuals, and marginalized communities, identifying recommendations and advocacy pathways for feminist and climate justice movements, and to develop evidence-based recommendations and knowledge resources.
Scope of Work
The expert will be responsible for:
A. Research & Policy Analysis
1. Conduct a desk review of existing literature, reports, and policies related to climate and gender justice in Lebanon and Syria.
2. Identify and contact key experts and informants to provide input and collect primary data through at least four interviews, and four focus group discussion (FGDs) per country, with climate activists and climate justice groups, feminist organizations, and affected communities in Lebanon and Syria, and ensuring that data collection methods include diverse voices and perspectives, particularly from rural and displaced populations.
3. Assess the intersectional impact of climate-related crises (droughts, desertification, wildfires, water scarcity, extreme weather events, and food insecurity) on women s livelihoods, safety, health, displacement, and access to resources.
4. Highlight current and potential initiatives, stakeholders, and pressure groups to be engaged in future lobbying and advocacy efforts.
5. Identify policy gaps and challenges in integrating gender justice into climate resilience and environmental policies.
6. Produce a detailed research report with recommendations for feminist and climate justice advocacy.
B. Advocacy & Stakeholder Engagement
1. Engage with grassroots organizations, feminist collectives, and climate justice movements to understand community-led solutions.
2. Identify opportunities for advocacy at national, regional, and global levels.
3. Present research findings in DFF-organized webinars, roundtables, or feminist forums.
Final Deliverables
The final deliverables will be submitted by the consultant to DFF by the end of July 2025.
1. Inception report including methodology and research report structure
2. Interview and FGD records, notes and research evidence
3. Presentation on the main research findings, results and recommendations with a dissemination plan for key advocacy spaces, climate policy reforms and donor briefings
4. Research report, an executive summary and a webinar presentation of the report in English and Arabic
5. A mapping of current women-led climate movements and feminist organizations advocating for environmental rights in Lebanon and Syria
Qualifications & Experience
The ideal candidate or team of candidates should have:
1. Advanced degree in Gender Studies, Climate Change, Environmental Policy, or a related field.
2. 8+ years of experience in climate justice, feminist advocacy, and intersectional environmental policies.
3. Strong knowledge of climate adaptation, mitigation, and resilience strategies with a gender justice approach.
4. Experience working with women s rights organizations, feminist collectives, and climate justice movements.
5. Strong research, policy analysis, and advocacy skills with experience producing knowledge products.
6. Fluency in English and Arabic (French is a plus)
