Job Description
Roles & Responsibilities
Key Responsibilities
- Develop and execute commercial strategy, policies, and procedures for a multi-project portfolio
- Advise PMC leadership and client executives on commercial, contractual, and financial matters
- Establish commercial risk registers and drive mitigation measures across the portfolio
- Implement robust commercial reporting frameworks for stakeholders and management
- Lead procurement strategy, prequalification, tendering, bid evaluation, negotiations, and recommendations
- Oversee complete contract administration for client PMC, client contractor, and client consultant agreements
- Ensure compliance with contract conditions, notices, and formal correspondence
- Manage payment certification cycles and evaluate contractor and consultant submissions
- Lead assessment and negotiation of variations, change orders, and commercial adjustments
- Drive proactive claims avoidance and early dispute resolution strategies
- Oversee evaluation of contractor EOT and cost claims with detailed recommendations
- Act as lead negotiator in complex commercial discussions and dispute processes
- Mentor and manage Contracts Managers, QS teams, and commercial staff across all projects
- Ensure optimal allocation of commercial resources across the portfolio
- Build and maintain a strong client relationship as the primary commercial interface
- Prepare high-level commercial reports for senior client management and stakeholders
- Ensure alignment of commercial decisions with client expectations and project priorities

Desired Candidate Profile
Bachelor s degree in Quantity Surveying, Construction Management, Commercial Management, Law, or related fields
Minimum 20 years experience in commercial/contract management
10+ years in senior commercial leadership roles within PMC, consultancy, or major developer environments
Proven track record on major infrastructure programs including roads, utilities, marine works, bridges, and master developments
Strong UAE/Middle East experience; Abu Dhabi experience preferred
Chartered professional status (RICS, CIARB, or similar) is advantageous
Advanced knowledge of FIDIC and regional contract frameworks
Expertise in claims, dispute resolution, and commercial negotiation
Advanced capability in cost planning, risk management, value engineering, and financial governance
Strong leadership, mentoring, and stakeholder engagement skills
