Job Description

Title: Communication Officer

Location: Cairo, Egypt

Duration of the assignment: 1 year with possibility of extension

Initial date: As soon as possible

Contract type: Full time contract


Project background: The project DEMO aims to promote decent employment and legal mobility


opportunities between Egypt and Italy through the establishment of an Italian-Egyptian employment Centre.

The Centre will act as a hub to connect job seekers, training institutions, and employers, fostering job

placement, skills development, recognition, and international certification.


Building on Italy’s long-standing support to Technical and Vocational Education and Training (TVET) in

Egypt, the Centre will:

• Engage the existing network of Italian-supported TVET schools and institutions as key partners;

• Serve as a platform for potential migrants to strengthen their skills and employability for decent

work opportunities in Italy;

• Support Egyptian job seekers who wish to access better employment opportunities both in Egypt and

abroad;

• Facilitate skills recognition and the issuing of internationally accredited certificates through

partnerships with recognized certifying bodies.


2. Duties and Responsibilities

The Communication Officer will support the PMU in planning, coordinating, and implementing all

communication and visibility activities, in line with the draft Communication and Visibility Plan and EU

Guidelines. He/she will report to the Project Manager and will act under the supervision of the Head of the

AICSCairo Office.

He/she will be directly responsible for:

• Support the PMU in developing and implementing the Communication and Visibility Plan and

update it as required.

• Ensure full compliance with EU and AICS visibility and branding requirements across all project

outputs.


• Draft and edit press releases, media advisories, feature articles, success stories, and human-interest

pieces for dissemination.

• Liaise with implementing partners and firms contracted by AICS.

• Create and manage content for the project’s communication channels, including social media

platforms, newsletters, website updates, and printed publications.

• Design and produce communication materials such as flyers, brochures, roll-ups, factsheets, and

presentations.

• Produce and deliver multimedia content, including photography, video footage, infographics, and

other digital products).

• Establish and maintain regular contact with media outlets, journalists, and opinion leaders.

• Facilitate media coverage of project events, launches, and workshops, including invitations, press

kits, and on-site media support.

• Develop and implement a plan for documenting project activities (e.g., professional photography and

video production).

• Provide communication and visibility support for project events (e.g., International Day of Persons

with Disabilities, awareness campaigns, training workshops, and official launches).

• Ensure the preparation of event-related communication materials (e.g., event programs, banners, rollups, and flyers).

• Coordinate and support the implementation of awareness campaigns in collaboration with

specialized firms contracted by AICS.

• Track media coverage, social media analytics to evaluate communication impact.

• Develop quarterly communication reports for inclusion in project progress reports.

• Maintain an archive of all communication outputs, media clippings, and digital assets.

• Perform any other duties as required.


Requirements

Essential Requirements


3.1 Education background

Bachelor’s degree in communications, media, journalism, public relations, or related field. Other degrees

may be accepted if supported by qualified professional experience in the sector of intervention.


3.2 Language skills

• A native Arabic speaker.

• Proficient in English, both written and spoken (C1 European Level).

3.3 Experiences and competences

• At least 5 years of professional experience in communication and visibility within development

cooperation projects or donor-funded programs (EU, UN, or bilateral).

• Proven experience in strategic communication, media relations, and content development, including

the ability to design, coordinate, and deliver multi-channel communication campaigns.

• Demonstrated experience working on communication for development themes such as migration,

employment and/or education, with a solid understanding of the Egyptian social and political

context.

• Strong writing and editing skills in Arabic and English, with the ability to produce clear, engaging,

and audience-appropriate content.

• Familiarity with EU communication and visibility guidelines and donor branding standards.

• Proficiency in multimedia production, including basic design, photography, and video editing.

• Familiarity with inclusive and disability-sensitive communication standards and terminology
