Job Description

Roles & Responsibilities

Lead all efforts related to capacity-strengthening in communications, including developing a training plan and leading training sessions for the INES Higher Committee and sub-committees. This may include training on impactful report writing, and effective communication techniques.

Develop a comprehensive and costed communication strategy and plan for the Ministries of Education and Higher Education. This will require engaging with the INES Higher Committee and its subcommittees to outline key messages, goals, and target audiences.

Work with the technical staff at the Ministries of Education and Higher Education to design and produce communications materials.

Support the INES Higher Committee and its subcommittees in planning and hosting dissemination and communication events.

Work closely with the Team Leader to integrate questions about the capacity of the Ministries of Education and Higher Education staff in communications into the needs assessment.

Support data collection, analysis, and reporting for the needs assessment.

Provide input to the design of templates for high-level guidance notes on how to develop sub-sectoral operational plans, ensuring that communications considerations are reflected.

Desired Candidate Profile

A master s in Communications or a relevant field.

At least ten years experience in communications and outreach.

Experience in capacity building of public officials, and in working with government and international organizations.

Communications experience in the Middle East and North Africa region, and strong communication skills in Arabic is an advantage.

Ability to travel to Iraq if required.
