Roles & Responsibilities

KEY RESPONSIBILITIES:

  • Serve as the owner's field representative, providing day-to-day oversight and surveillance of EPC contractor construction activities across all disciplines (civil, structural, mechanical, piping, electrical, and instrumentation).
  • Monitor construction progress against schedules and milestones; identify deviations and work with the contractor to develop and track recovery plans.
  • Review and approve contractor method statements, inspection and test plans (ITPs), and pre-task risk assessments.
  • Witness and document hold-point inspections for critical activities including concrete pours, structural steel erection, pressure testing, hydrotesting, and electrical/instrumentation loop checks.
  • Manage technical query and RFI processes in the field; coordinate responses with the engineering team and track resolution and close-out.
  • Enforce Saudi Aramco and project HSE requirements on site; participate in safety walks, toolbox talks, and incident investigations as required.
  • Review and track non-conformance reports (NCRs), punch lists, and deficiency lists; ensure timely close-out of open items.
  • Coordinate pre-commissioning and mechanical completion activities, including system turnover packages, punch list management, and handover documentation.
  • Liaise with client inspection and project management teams during site visits and audits; maintain positive, professional client relationships.
  • Maintain construction daily reports, photographic records, and field documentation; provide weekly progress reports to the project leadership team.

QUALIFICATIONS:

  • Bachelor's degree in Engineering (Mechanical, Civil, Electrical, or related field); equivalent technical qualification with extensive experience considered.
  • Broad multi-discipline knowledge across civil/structural, piping, mechanical, and E&I construction activities.
  • Demonstrated experience as an owner's engineer or construction representative (in addition to EPC contractor experience) is highly preferred.
  • Thorough knowledge of construction quality systems, ITPs, non-conformance management, and mechanical completion processes.
  • In-depth understanding of Saudi Aramco construction and inspection standards is a strong advantage.
  • Saudi Arabia construction environment experience (ARAMCO project sites, SA contractor environment) is strongly preferred.
  • Strong HSE awareness; NEBOSH, IOSH, or equivalent safety certification preferred.
  • Strong English communication skills; Arabic language ability is an advantage.

Desired Candidate Profile

Minimum 10+ years of field construction experience on large-scale EPC industrial projects in oil & gas, petrochemical, or industrial processing.
