Roles & Responsibilities

The SIKAI Learning Assessment and Data Use programme, under UNICEF Global Education Practice, supports countries with strengthening the analysis, interpretation, and effective use of learning assessment data to inform evidence-based education policy, sector planning, and classroom practice. The programme places particular emphasis on advancing equitable learning outcomes in resource-constrained, fragile, and crisis-affected contexts.

SIKAI aims to strengthen national systems (from classroom to national level) for generating, analyzing, and using learning assessment data at scale. This includes enhancing country capacity to design, implement, and institutionalize high-quality learning assessments, while building sustainable analytical capabilities within ministries of education, middle tier systems and classrooms. A core focus is ensuring that assessment data are translated into actionable insights that inform policy reform, resource allocation, and instructional practice to improve learning outcomes across education systems. Particular attention is given to developing scalable approaches that can be embedded within national systems, enabling continuous use of evidence for planning, monitoring, and system-wide improvement.

The consultant will support UNICEF in advancing data analysis, capacity development, and scale-up of learning assessment data use across education systems. The role includes conducting robust analysis of assessment datasets to generate context-specific and policy-relevant insights; supporting national counterparts in interpreting findings, strengthening technical and analytical capacity, and embedding data use practices within institutional processes; and identifying scalable models for integrating learning assessment evidence into decision-making at national and subnational levels. The consultant will also synthesize cross-country lessons, document effective approaches for scale-up, and contribute to regional and global knowledge exchange to strengthen evidence-based programming and education system transformation.

Desired Candidate Profile

Minimum requirements:

  • Advanced university degree (Ph.D) in education, economics, statistics, public policy, international development, or a related field
  • At least 10 years of progressively responsible experience in education, with relevance to learning assessment, education systems, or the use of data for policy and practice
  • Experience supporting learning assessment initiatives, including national or large-scale assessments
  • Experience providing technical assistance to governments or international organizations, particularly in low- and middle-income or crisis-affected contexts
  • Experience contributing to analytical or knowledge products (e.g., briefs, technical guidance, reports) for policy and programme audiences
  • Experience in programme design, strategy development, or advisory support within multicountry or complex programme environments
  • Demonstrated ability to collaborate with multiple stakeholders, including technical experts, government counterparts, and partners
  • Experience with South Asia countries on learning assess and learning data use issues
  • Fluency in English
  • Skills:
  • Strong analytical and conceptual skills related to learning assessment and/or education data
  • Ability to interpret and communicate technical findings for policy and programme use
  • Understanding of education systems in resource constrained and/or crisis-affected contexts

Desirables:

  • Experience working with UNICEF or other international organizations
  • Familiarity with international or regional learning assessment initiatives
  • Experience contributing to knowledge products, platforms, or resource development
