Roles & Responsibilities

DUTIES & RESPONSIBILITIES:

  • Overall Design, Implementation, and Reporting:
    Responsible for the complete design, execution, and reporting of the Jahez baseline evaluation, ensuring methodological rigor and alignment with project objectives

  • Coordination:
    Work closely with the Jahez Project Management Team and implementing partners (including UK Met Office, RSS, and CAN Jordan) throughout all phases of the evaluation.

  • Inception Phase:
    • Conduct a desk review of project documents and relevant literature.
    • Develop the evaluation design, sampling strategy, tools, and work plan.
    • Submit an Inception Report for review and approval.

  • Field Data Collection:
    • Lead household surveys, focus group discussions (FGDs), and key informant interviews (KIIs) in Irbid, Ramtha, and Al Azraq.
    • Oversee observation and documentation of environmental and institutional contexts.

  • Data Analysis and Reporting:
    • Analyze quantitative and qualitative data, ensuring triangulation of findings.
    • Prepare and submit a Draft Baseline Report.
    • Present results to the Project Management Team and FCDO.
    • Integrate feedback and submit the Final Baseline Report, including indicator tables, findings, and recommendations.
    • Deliver a stakeholder presentation of key findings and implications.

  • Tool Development:
    • Develop and finalize survey tools in alignment with FCDO Key Performance Indicator 4 and Jahez resilience indices.
    • Ensure tools and analysis integrate gender equality and social inclusion (GEDSI) dimensions.

  • Ethical Standards:
    • Uphold principles of informed consent, confidentiality, cultural sensitivity, and safeguarding.
    • Ensure safe participation of women, youth, and persons with disabilities.

  • Professional Autonomy:
    • Maintain independence and objectivity in conducting the evaluation and presenting findings.

  • Collaboration:
    • Collaborate with IWMI, RSS, and CAN Jordan for access to data, stakeholders, and communities, while retaining professional autonomy.

  • Timeline Management:
    • Complete the baseline evaluation within one month after inception approval, adhering to the deliverables and timeline specified.

Desired Candidate Profile

The consultant will design and implement mixed-methods research, analyze findings, and provide actionable recommendations to strengthen resilience to climate risks.

QUALIFICATIONS REQUIRED:

  • Advanced degree in Monitoring, Evaluation, and Learning (MEL), Social Sciences, Development Studies, Climate Change Adaptation, or a related field.
  • Certificate of ethics in research.
