Roles & Responsibilities

To provide technical and advisory support to MoPIC in the early stages of the VNR 2026 process, ensuring that planning, scope, and methodologies are aligned with the United Nations VNR Guidelines (2025) and any subsequent updates, while building on the lessons learned from Jordan s VNR 2022 as a key reference.

Tasks of the senior consultant include:

Deliverables:

  1. Review international VNR guidelines and good practices (by Thursday, 13 November 2025)
    • Analyze the latest United Nations guidelines for preparing VNRs (2025 and any updates).
    • Examine recent VNRs from other countries (especially in the Arab region and middle-income contexts) to identify successful approaches, formats, and innovations.
  2. Review Jordan s VNR 2022 (by Thursday, 20 November 2025)
    • Analyze the 2022 report to identify strengths, gaps, lessons learned and best practices, including related to the process.
    • Highlight opportunities to enhance the upcoming VNR s analytical depth, inclusiveness, and use of evidence.
  3. Develop a detailed work plan and timeline (by Sunday, 30 November 2025)
    • Prepare a comprehensive roadmap for Jordan s VNR 2026 process, covering all stages: data collection and analysis, consultations, drafting, validation, translation, and final submission.
    • Identify responsible institutions and indicative milestones.
  4. Develop draft methodology for the 2026 VNR (by Sunday, 14 December 2025)
    • Provide technical input to design a methodology for data gathering and analysis in coordination with the Department of Statistics and sectoral SDG teams (of Government and UN)
    • Recommend an approach for selecting the SDGs to be highlighted in the VNR 2026, ensuring coherence with the 2026 HLPF themes, national priorities, and availability of reliable data.
    • Propose mechanisms for synthesizing qualitative and quantitative information from ministries, UN, civil society, and the private sector.
    • Propose a unified report structure for gathering and organizing information collected from different stakeholders.
    • Ensure the proposed approach reflects the principles of Leave No One Behind (LNOB), gender equality, and policy integration.
  5. Finalize the VNR methodology (by Wednesday, 31 December 2025)
    • Finalize the methodology based on the inputs received from the MoPIC and key stakeholders.

Desired Candidate Profile

A master's degree in public policy, development studies, economics, statistics, or a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed

Minimum of 10 years of relevant experience in sustainable development, policy analysis, or national reporting is required. Demonstrated knowledge of sustainable development, including integration of gender perspectives into policy and programme design is required.

Excellent knowledge of Jordan s context, development achievements and challenges, and of the country national development priorities, reform agendas and economic, public sector and public modernization visions is required. Proven experience in facilitating multi-stakeholder dialogues and organizing participatory workshops with government, civil society, private sector, and international partners s required. Excellent analytical, drafting, and reporting skills, with proven ability to synthesize complex information into clear and actionable recommendations is required. Strong ability to work independently under minimum supervision while meeting tight deadlines is required.
