UNRWA s External Relations and Communications Department (ERCD) oversees the development of the Agency-wide Resource Mobilization and Outreach Strategy (ReMOS), leads its implementation and coordinates its operationalization, including by supporting field and representative offices. UNRWA is currently in the process of developing a new ReMOS for the period from 2PHONE_NUMBER. This new strategy will take into account a recent evaluation of its 2PHONE_NUMBER ReMOS and will guide the Agency s medium-term strategic direction and objectives for resource mobilization and outreach, including public communications.

• Submit an inception work-plan with methodology and draft timeline;
• Prepare a stakeholder engagement strategy to ensure comprehensive internal and external buy-in to the new strategy;
• Review background materials, including the 2PHONE_NUMBER ReMOS evaluation, departmental workplans, etc..;
• Compare resource mobilization / outreach strategies of other UN entities for benchmarking purposes;
• Prepare a draft ReMOS, including the results framework, that incorporates accepted recommendations of the evaluation, where appropriate;
• Prepare a draft operationalization plan for the 2PHONE_NUMBER ReMOS;
• Develop a paper that sets out a clear definition of roles and responsibilities within UNRWA stakeholders with respect to resource mobilization and outreach, including in relation to political outreach, as well as a delineation of roles, responsibilities, and accountabilities between HQs and Field Offices with respect to fundraising h.
• Present the revised draft to D/ERCD and DCG/PP for review and comments;
• Support ERCD in preparation for and presentation of the ReMOS to UNRWA s Executive Advisory Group;
• Finalize the ReMOS based on consolidated comments and ensure a comprehensive dissemination strategy and roll-out as required.

In undertaking the above, the Consultant may elect to engage an additional consultant to support him/her in undertaking the above. Such consultant will be hired directly by UNRWA.
