Job Description
Roles & Responsibilities
The PROSPECTS Programme, funded by the Dutch Government, is a multi-year initiative aimed at improving the living conditions of forcibly displaced persons and their host communities. Launched in 2019, it brings together several international organizations, including the UNHCR, UNICEF, ILO, IFC, and the World Bank, to implement its goals across eight countries in the Middle East and North Africa, as well as the East and Horn of Africa. PROSPECTS operationalizes the humanitarian-development-peace nexus by fostering collaboration among humanitarian and development actors. This approach aims to enhance coordination, efficiency, and impact in addressing the challenges faced by displaced populations and host communities.
The purpose of this consultancy is to document UNICEF s implementation of the PROSPECTS Partnership Pillar 1: Learning to Earning in Jordan, Lebanon, Iraq, and Egypt during 2021-2025, and to produce a comprehensive regional report that captures:
- Country-level results, approaches, and innovations; results of regional interventions.
- Cross-country lessons learned and good practices.
- Challenges, gaps, and enabling factors for sustainability.
- Policy and programmatic recommendations for Phase II.
The scope and deliverables of the assignment include, but not limited to, the following:
The consultant will:
- Desk Review
- Review UNICEF country office reports, monitoring data, evaluations, MEL reports, and knowledge products related to PROSPECTS Pillar 1 (L2E).
- Examine relevant regional and global PROSPECTS documentation, including donor reports.
- Regional and Country-level Documentation, Comparative Analysis & Regional Synthesis
- Conduct interviews and focus group discussions (remotely or in-person) with UNICEF staff, government counterparts, implementing partners, adolescents and young people, and other PROSPECTS agencies.
- Document country-level interventions, outputs, and outcomes.
- Document regional-level results, including advocacy and program activities, partnership with other agencies, capacity-building, policy dialogue, and knowledge sharing.
- Identify innovations, challenges, and success stories.
- Compare and contrast experiences across Jordan, Lebanon, Iraq, and Egypt, as well as the results of regional interventions.
- Identify regional trends, patterns, and lessons learned.
- Highlight opportunities for scaling, replication, and cross-country learning.
- Production of Outputs
- Prepare four country documentation briefs (max 10 pages each).
- Draft and finalize a Regional Report ( max 20pages) synthesizing findings, lessons learned, and recommendations, including an executive summary and presentation slides covering the whole report for dissemination.
- The consultant will be managed by the MENARO Education Specialist in collaboration with Adolescent Programme Specialist.
