Duties and Responsibilities
Background Inequality remains one of the most persistent development challenges in the Arab region, with significant implications for inclusive growth, poverty reduction, and social justice. Recent ESCWA studies on inequality and poverty measurement underscore the need to refine analytical tools and improve the accuracy of regional and global inequality estimates. Building on the methodologies developed in ESCWA s Inequality Projection for Poverty Analysis, Obstructed Poverty Reduction: Growth-Passthrough Analysis, and World Poverty Through a Broader Lens, the Gender Justice, Population and Inclusive Development Cluster is undertaking new research to provide a global assessment of inequality after adjusting for income distribution distortions. This work will address underestimation and overestimation of inequality caused by data gaps and truncated survey coverage of top and bottom income tails. The project aims to produce improved Gini estimates, document methodological approaches, and support evidence-based policy discussions on inequality and inclusive development in the Arab region and beyond. Duties and Responsibilities Considering the above, a consultant will be hired to contribute to the above activities - described and will be responsible for the following tasks: Technical and analytical tasks o Contribute to the preparation of a technical paper on inequality in the Arab region, building on ESCWA s inequality and poverty databases. o Support in re-estimating Gini coefficients after assessing the distributional effects of adjusting top and bottom income/expenditure tails and documenting methodological approaches. o Conduct empirical analysis to test the sensitivity of inequality indicators to data adjustments. Qualifications/special skills
A Masters degree or equivalent in economics, social development, political science, or a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 3 years of professional work experience in the area of inequality measurement and analysis in the Arab region is required.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. Note: Fluency equals a rating of fluent in all four areas (speak, read, write, and understand) and Knowledge of equals a rating of confident in two of the four areas.
