Roles & Responsibilities

The incumbent: 1 Overviews, monitors and corporates management of contracts, including contract compliance and performance management; manages contracts in accordance with UN Regulations and Rules, and in the best interests of UNRWA, ensures compliance with Contracts Management (CM) policy and methodology. Coordinates CM training, implements tools and procedures, promotes lessons learned and best practices, develops implementation plans and checklists and monitors compliance check lists.

2 Provides advice and guidance on contractual issues in close coordination with the Senior Procurement Officer; creates related progress reports on quality assurance within Agency systems, and reports in terms of supplier performance and agreed contractual KPI s.

3 Supports the requesting departments to manage contracts and enable their effective and efficient procurement through: 3.1 Reviewing Statements of Work (SOW) . 3.2 Providing guidance on the development of technical evaluation criteria of vendor proposals to be utilized or included in the solicitation process. 3.3 Setting performance standards in solicitation documents. 3.4 Providing advice on the parameters of liquidated damages or performance credit provisions that will be included in the Invitations to Bid (ITB)/ Requests for Proposals (RFP) in collaboration with legal. 3.5 Contributes to the development of Memoranda of Understanding (MOU), Letters of Assist and exchange of letters.

4 Develops closeout plan in conjunction with the requisitioning departments, Procurement and Legal Department: identifies, memorializes and disseminates best practices and lessons learned. Performs contractor assessment from a CM perspective. 5 Coordinates with Programme support team to ensure that all new donor contracts are received by Field procurement and Logistics Office (FPLO), conditions for tendering are known and each donor project is tendered for in a timely manner; maintains a tracker and collaborates with the Senior Logistics Officer (SLO) for status and corrective actions and coordinates project start up, mid-term reviews and close out for each project. 6.Supports the process of monitoring vendors performance by providing timely information for SAP systems input to enable coherent vendor management and reporting functionality within the unit; participates in tender related bidder conferences responding to vendor questions 7 Issues SAP reports related to contracts and open POs; analyses and verifies statistical data. Maintains up to date ERP master tables, follows up and coordinates with Fields as necessary. 8 Performs other duties as may be assigned by the supervisor(s)
