Roles & Responsibilities

Key Responsibilities

Contract Administration & Governance

  • Administer construction and systems contracts in accordance with FIDIC Red and Yellow Book and approved contractual frameworks.
  • Ensure compliance with contractual terms, obligations, notices, insurances, bonds, warranties, and guarantees.
  • Establish and manage standardized contract administration procedures, registers, and commercial reporting systems.

Commercial & Change Management

  • Lead the change management process, including evaluation, negotiation, and recommendation of variations, claims, and counterclaims.
  • Review and approve contractors payment applications, milestone achievements, and final accounts.
  • Monitor cost exposure, commercial risks, and forecast potential financial impacts.

Claims & Dispute Management

  • Proactively implement claims avoidance strategies in coordination with Delivery, Planning, and Risk teams.
  • Lead assessment, entitlement analysis, and negotiation of contractor claims for time and cost.
  • Support dispute resolution processes including amicable settlement, DAB/DAAB, arbitration, or litigation, as required.

Contract Formation & Closeout

  • Support Contract Formation activities during tender clarification, contract finalization, and award stages.
  • Lead contract closeout, including final accounts, Defects Liability Period (DLP) obligations, release of securities, and contract completion certification.

Risk & Compliance

  • Work closely with Risk Management teams to identify, assess, and mitigate commercial and contractual risks.
  • Ensure compliance with internal governance, Saudi laws, local content requirements (IKTVA), and audit obligations.

Stakeholder & Interface Management

  • Act as the primary commercial interface with contractors, consultants, legal advisors, and internal stakeholders.
  • Collaborate closely with Engineering, Planning, Delivery, Reporting, and Finance teams to ensure integrated decisionmaking.

Desired Candidate Profile

Education: Bachelors degree in Engineering, Quantity Surveying, Construction Management, Law, or equivalent

Professional certifications (preferred):

  • MRICS / FRICS
  • LLM (Construction Law)
  • PMP / CCM

Experience

  • Minimum 18 years of experience in contract and commercial management
  • Proven experience on large-scale rail, infrastructure, or heavy civil projects (multipackage, multibillion SAR programmes)
  • Strong handson experience with FIDICbased contracts
  • Middle East / KSA project experience strongly preferred
