Job Description

Roles & Responsibilities

Reporting To: GMD/ COO
Team Size: 50+ HSE personnel (HSE Engineers, Officers, Advisors across multiple sites)
Industry: EPC – Substations (132/220/400kV) and Pumping Station Projects
Location: Dubai (Head Office + Regular Site Travel: Abu Dhabi, Dubai, UAQ, Ajman, RAK)


Key Responsibilities:-

1. Corporate HSE Strategy & Leadership

  • Define and execute the company-wide HSE vision, strategy, and objectives.
  • Lead, coach, and manage a team of 50 HSE professionals deployed across various EPC project sites.
  • Ensure standardization and consistency of HSE practices, systems, and reporting across all projects.

2. Compliance & Regulatory Management

  • Ensure 100% compliance with UAE Federal Law (MOHRE, OSHAD-SF, Civil Defense), client HSE requirements (e.g., DEWA, SEWA, TAQA, ADNOC).
  • Represent the company during audits, inspections, and regulatory authority interactions.
  • Maintain certifications for ISO 45001, ISO 14001, and ISO 9001; manage internal/external audits.

3. Project Support & Risk Management

  • Approve HSE plans, HIRAs, and method statements for all EPC activities including HV equipment installation, GIS bays, EHV cabling, excavation, deep pumping chambers, confined space works, and heavy lifts.
  • Conduct corporate-level HSE walkthroughs, audits, and risk reviews on a monthly basis.
  • Drive leading safety indicators (e.g., near misses, safety observations) and close gaps proactively.

4. Incident Management & Investigation

  • Lead investigations of incidents, accidents, and unsafe conditions with root cause analysis (RCA).
  • Ensure proper documentation, CAPA implementation, and communication of lessons learned.
  • Maintain a company-wide Incident Tracker and Dashboard for leadership review.

5. Team Development & Training

  • Build competency development plans for HSE team members; conduct performance reviews.
  • Identify and implement training needs (TBTs, BBS, emergency drills, PTW, electrical isolation, confined space, etc.).
  • Promote ownership of safety across all levels of the organization.

6. Environmental & Sustainability Oversight

  • Supervise implementation of environmental protection practices, including spill response, waste segregation, noise/dust mitigation, and energy/water conservation on site.
  • Ensure environmental permits and compliance documentation are maintained as per UAE laws.

7. Reporting & Communication

  • Present monthly HSE performance reports to the executive team and clients.
  • Maintain dashboards tracking TRIR, LTIFR, HSE compliance, training status, and audit findings.
  • Publish periodic safety bulletins, alerts, and best practices across the organization.


Desired Candidate Profile


Key Performance Indicators (KPIs):

  • Zero fatalities and major incidents across all sites.
  • TRIR ≤ 0.15 and LTIFR < 0.05 across the portfolio.
  • 100% close-out of HSE audit findings within stipulated timelines.
  • ≥ 95% training compliance rate for all site personnel.
  • Effective deployment and retention of HSE team members across projects.

Required Qualifications & Certifications:

  • Bachelor’s Degree in Electrical / Mechanical / Environmental Engineering or equivalent.
  • NEBOSH International Diploma or equivalent mandatory.
  • Certified ISO 45001 / 14001 Lead Auditor preferred.
  • Certifications in Behavior-Based Safety, Incident Investigation and Fire Safety desirable.
  • 15+ years of total HSE experience.
  • At least 5–7 years in a senior corporate HSE role leading multi-location teams.
  • Must have prior experience in EPC of high-voltage substations (132/220/400 kV) and/or major pumping station projects in the GCC.
  • Strong familiarity with client-specific HSE frameworks (e.g., DEWA, FEWA, SEWA, TRANSCO, ADNOC, Musanada, etc.).

  • Deep knowledge of construction HSE in electrical, civil, and MEP works.
  • Excellent stakeholder management and communication abilities.
  • Strong analytical, investigation, and risk management skills.
