Job Description
Roles & Responsibilities
The job holder is responsible for managing and leading HR and specific consultancy services to various Group divisions. This includes tender activities, processing and receipt of orders within budgets and deadlines while maintaining relationships with clients and suppliers as well and making necessary follow ups on OpCos similar activities.
Key Accountabilities
- Supervise the development of an annual purchasing plan, in coordination with departments to ensure capturing similar needs and achieving economy of scale which are relevant to HR and other Group division requestors for consultancy services.
- Support the development of annual procurement budget and ensure all purchases are within set budgets prior to processing purchase orders; prepares and seeks approval of budget reallocations as necessary; make necessary follow ups on OpCos budgets.
- Negotiate/re-negotiate Group Framework Agreements for the Consultancy Categories including yearly Group Rate Cards and Pricing
- Manage the relationship with Group Vendors for the Consultancy Category.
- Draft tender evaluation method, compliance criteria and scoring metrics.
- Issue requests for proposal (RFP) and manage tender evaluation process according to predefined evaluation framework.
- Supervise update of the database of available, approved and rejected suppliers for future referencing.
- Supervise the processing of purchase orders for services and ensure timely delivery
- Follow up on service level agreements and evaluate vendors/suppliers according to requirements.
- Contribute to building relationships with key suppliers and customers to ensure optimization of the procurement process and performance across the Group and the OpCos.
- Any other task handed over by the function head.
- To perform all the above-mentioned roles and responsibilities in compliance to the Information Security Management System (ISMS) policies, and to report any information/physical security breaches or incidents to Data Control Department immediately. In addition, ensure that all team members are following policies mentioned.
- Be aware of, and adhere to, all environmental requirements as set by the statutory bodies in Kuwait, or by the published policies of Zain Group/Kuwait.
Desired Candidate Profile
Educational Qualifications: Bachelor's degree in business administration-related field or equivalent.
Experience: A minimum of 8 years of relevant experience with at least 5 years in a similar role.
Knowledge:
- Extensive knowledge in sourcing processes.
- Knowledge in procurement processes.
- Strong financial knowledge in payment terms.
