Job Description

Roles & Responsibilities

Strategy & Leadership: Develop and implement the overall Cost Control Strategy aligned with the company's financial and operational objectives. Lead, mentor, and manage the Cost Control team, setting performance goals and ensuring continuous professional development. Establish standardized, best-practice methodologies for cost breakdown structure (CBS), budgeting, forecasting, and change management across all project types.

Project & Operational Cost Management: Oversee the preparation of detailed baseline budgets for all new projects and major operational initiatives, ensuring alignment with the scope of work and contract terms. Implement and monitor systems for the rigorous tracking of actual expenditure against budgeted values across all cost centers and work packages. Develop Earned Value Management (EVM) metrics and reporting for key projects, calculating Schedule Variance and Cost Variance to assess project health. Manage the cost control aspects of all project changes, variations, claims, and scope revisions, ensuring all financial impacts are accurately documented and approved. Lead the preparation of the Estimate At Completion (EAC) and Estimate To Complete (ETC)forecasts on a regular basis, providing management with proactive warnings of potential overruns.

Analysis & Reporting : Produce comprehensive monthly/quarterly Cost Performance Reports for executive management, detailing project financial status, key variances, risk exposure, and mitigation strategies. Analyze operational costs within the manufacturing, services, and trading divisions to identify opportunities for efficiency improvements and cost reduction. Conduct post-project financial analysis to capture lessons learned and refine future cost estimation models. Ensure the seamless integration of cost data with scheduling, procurement, and accounting systems (e.g., ERP/SAP).

Compliance & Risk: Ensure strict adherence to company financial policies, external regulations, and contract terms related to cost management. Identify, assess, and quantify potential financial risks associated with projects and operational activities, developing contingency budgets where necessary.

Skills & Competencies: Exceptional knowledge of cost management principles, budgeting techniques, and Earned Value Management (EVM). Proficiency in financial modeling and advanced use of Microsoft Excel. Hands-on experience with major ERP systems (e.g., SAP, Oracle) and dedicated project management/cost control software.

Strong leadership and communication skills - with the ability to present complex financial data clearly and concisely to non-finance stakeholders. Proven ability to work collaboratively across technical (Engineering, Operations) and commercial (Procurement, Contracts) departments

Desired Candidate Profile

Minimum of 15 years of progressive experience in Cost Control, Cost Engineering, or Project Controls within the industrial, oil & gas, manufacturing, or heavy construction sectors.

At least 3-5 years in a senior or leadership role, managing a team. Demonstrable experience managing costs for diverse, multi-disciplinary projects (e.g., EPC contracts, machine maintenance services, long-haul transport, or drilling operations
