Job Description

Roles & Responsibilities

Purpose

The purpose of the Lebanon Manager is to achieve Norwegian Red Cross humanitarian objectives at country level through results-based project management and risk management.

Strategic responsibilities

  • Follow up and strengthen the National Society partnership through project development and management in line with established project agreements and project plans.
  • Manage country office personnel in accordance with Norwegian Red Cross leadership development framework, and in-country security.
  • Represent Norwegian Red Cross in-country and contribute to complementary RCM roles and responsibilities.

Operational responsibilities

  • Supports the National Society in accordance with the Partnership Agreement; drafts and follows up on yearly plans of action.

    • As activity holder, oversees that Norwegian Red Cross supported programmes complies with Operational Framework and standards. Acquires fluency in the understanding and use of Norwegian Red Cross work processes and digital tools.
    • Foresees organizational, programmatic, financial, security and reputational risks and timely escalate to higher level when required and obtain support.
    • Contributes proactively to preparedness and response to climate disasters in the country, in line with Norwegian Red Cross priorities.
    • Quality assures monitoring of planned and unplanned effects of all projects supported by the Norwegian Red Cross and reports on progress through quarterly and yearly reports.
    • Supervises data and information collection from all projects in accordance with Norwegian Red Cross Operational Framework and is responsible for the yearly results reports.
    • Ensures correct budget, reporting and accountability in line with donor requirements and Norwegian Red Cross finance and procurement regulations, including Accountability Matrix and Partnership Calendar.
    • Ensures timely and quality input to the annual budget process, regular financial prognosis, mid-term budget review, and timely submission of cash requests.
    • Responsible for country projects to adhere to financial risk management, including annual audit process and proper handling of financial irregularities, in line with established rules and regulations.
  • Leads and manages the country team.

    • Engages the country team by providing clear expectations manifested in individual work plans and follows up through expressing positive expectations and holding each other accountable.
    • Ensures that Field Security Rules and Regulations for Norwegian Red Cross are updated and understood and oversees its compliance.
    • Promotes good collaboration with other country offices to ensure optimal use of available technical expertise and standards.
  • Contributes to the conceptualization and drafting of fundable proposals. Establishes and manages regular meetings with donors to obtain support for unfunded humanitarian projects.

    • Develops strategic partnership and support positioning the national society as the preferred partner for humanitarian stakeholders.
    • Acts as spokesperson for country developments and supports Norwegian Red Cross humanitarian diplomacy, including by identifying opportunities in line with global priorities.
    • Contributes to the operationalization of global strategic agreements with the ICRC and the IFRC in the country.
    • Supports in-country RCM coordination mechanisms conducive to better efficiency and greater impact.

Collaboration

  • Forms part of the regional management team and works closely with the regional team for support and guidance.

  • Engage with the Technical Unit to ensure consistent accountability towards Norwegian Red Cross operational framework, its technical guidance and standards, including information and results management.

  • Engage with Finance and Grants unit to ensure accountability and compliance towards Norwegian Red Cross financial rules and regulations and grant management.

  • Engage with Partnerships and Resource Mobilization Unit to ensure development of compelling donor proposals and ensure quality reporting and donor accountability.

  • Regular communication with colleagues at the Global Disaster Management Unit, as relevant.

    Liaise with Global Security advisor at Headquarters in accordance with rules and regulations.

Qualifications

Formal Competence

  • University Degree, preferably in Health or other relevant.
  • Education or working experience relevant for the programmatic focus

Personal qualifications, skills and knowledge

Skills and knowledge

  • Track record of managing humanitarian teams in complex humanitarian settings.
  • Proven ability to implement (Health, health-related emergencies, and Other relevant) programmes in challenging contexts.
  • Excellent drafting skills. Successful donor applications and reporting on humanitarian projects with measurable results. Knowledge of EU funding requirements is an asset.
  • Fluency in English in required. Working proficiency of regional languages is an asset
