Roles & Responsibilities

The Country Program Coordinator (CPC) is essential for maintaining and enlarging DKH programs in Yemen in compliance with DKHs global and regional strategies and accountable to our right-holders, and donors (private and institutional), and our partners. The CPC is responsible for ensuring that the program in Yemen (and possible other countries in the ME) is in compliance with the CHS principles and the highest attainable standards of humanitarian aid.

Duties And Responsibilities

Purpose : ANALIZE

  • Identify strategic opportunities for improving and growing the programs they oversee in compliance with the MEP regional strategy, and DKHs global strategy while adapting program initiatives to evolving context of Yemen, right-holder needs, donors' requirements, DKHs priorities, and partners' interests.
  • Analyse existing projects using proper conceptual models and policy frameworks to enhance their value and relevance to the MEP program strategy and compliance with the CHS principles, gender sensitivity approaches, and the highest attainable humanitarian aid standards while demonstrating DKH ME Program's value throughout project cycle management and MEAL in Yemen.
  • Boost DKH and partner s visibility as humanitarian sector leaders in the ME and Germany, strengthening DKH s position with existing and potential donors in Yemen.
  • Promote the localization agenda of Diakonie Katastrophenhilfe and enhance our partnership/s in Yemen, showcasing the added value of DKH and its partners in the region.

Engagement : COLLABORATE

  • Report to and work under the supervision of the Middle East Program (MEP) Representative, managing feedback with the Yemen program team to enhance program quality and size. Work closely with project officers and staff in Berlin/Asia Hub throughout the project cycle, engaging with the MEAL Coordinator and technical units to ensure best practices. Participate actively in Asia Hub and ME Program meetings and activities, contributing to team initiatives and capacity-building efforts.
  • Build and maintain collaborative networks with partners to enhance project quality, strategic engagement and compliance to meet donor and DKH requirements and to ensure maximum adherence to technical and MEAL best practices. Guide partners in developing high-quality proposals, reports, and MEAL activities and promote DKH's localization agenda and partners' achievements in Yemen, fostering long-term, strategic partnerships.
  • Represent DKH MEP in sector meetings (UN clusters, Act Alliance) effectively communicating DKH's positions, projects, activities, and aspirations. Maintain positive communication with existing and potential back-donors, including managing monitoring visits, to enhance MEP's relations. Collaborate with the PR department to share project achievements and human-interest stories, ensuring compliance with DKH standards and safeguarding policies. Act as a key ambassador for DKH's work in the region.

Delivery :MANAGE THE PROJECT CYCLE

  • PCM with partners: produce timely concept notes, proposals and needs assessments for DKH or back-donor funding. Oversee the signature of cooperation agreements upon approval and proper documentation filling. Formulate, monitor, and oversee the MEAL activities to support proper implantation, monitoring, evaluation, and learning in the country of interest. Assess partner performance and report quality throughout the PCM of all projects in Yemen. Draft regular progress reports for the Berlin Office based on local partner inputs.
  • Capacity Building with Partners: Devise and execute capacity-building programs with the partners and facilitate/coach capacity-building initiatives with the partners in your field of technical expertise.
  • ME Program Strategy Application: Plan and develop annual country contextual analyses, plans, and other relevant documents for the program country and other countries of concern (preparedness countries). Identify relevant applications of the ME Program Strategy within the projects and programs implemented in Yemen. Formulate an evolving program and project planning reflecting progress in implementing DKH strategies and the changes of needs on the grounds in Yemen

Desired Candidate Profile

Master skills in project and program cycle management

  • Advanced skills in proposal development
  • Master skills in project development for big institutional donors including DG-ECHO, BMZ, and/or GFFO and others
  • Honed project monitoring skills including finances.
  • Long standing experience working in the Yemeni context.
  • Moderate capacity in developing implementing and maintaining MEAL systems, tools, and procedures.
  • Master reporting skills at various levels of program management.
  • At least moderate skills in related technical fields such as disaster risk reduction, food security, protection, livelihood, and cash and voucher assistance.
  • Honed diplomacy skills, and cultural sensitivity with advanced negotiation and conflict resolution skills.
  • Proven skills communicating successfully with institutional donors active in Yemen
  • Proven capacity and willingness to engage with communities and households including house visits.
  • Proven capacity to work with local partner organizations based on equal partnership principles
  • Advanced Experience in leading and working within teams with a diverse membership
  • Highly organized, detail-oriented, and able to work under pressure with minimal supervision.
  • Result-oriented and able to deliver without much guidance and in hard contexts.
  • Advanced level of time management and commitment leading to proven work efficiency and effectiveness.
  • Outstanding personal attitude: especially a sense of responsibility, concern for quality, result orientation; integrity, and commitment.
  • High commitment to humanitarian principles, passionate about gender and inclusion as well as localization.
  • Ability and willingness to travel regularly (sometimes to dangerous areas).
  • Master's degree in Developmental studies, Political Science, Conflict studies, Project management, or related fields.
  • Languages: Advanced skills in written and spoken English. For some countries proficient skills in the local language is a must.
