Roles & Responsibilities
Background
The UN Secretary General s development system reform, launched on 1 January 2019 through General Assembly resolution 71/243 and furthered by resolution 72/279, strengthened Resident Coordinators and their Offices as the central platform for coordination and integrated policy support at country level. The UN Country Team in the Kingdom of Saudi Arabia, aligned with national development priorities and Vision 2030, prepares an annual UNCT Results Report that presents system wide results under the Cooperation Framework. The primary audience is the national Government, followed by partners in country. The report must use UN INFO as the backbone for both results and finance, and it must be released by 31 March each year. Maximum length is 25 pages or 10,000 words. The report links outputs to outcomes, includes a financial overview, highlights partnerships and SDG financing, and integrates cross cutting principles including Leave No One Behind, gender equality, disability inclusion, youth, human rights, and environmental sustainability.
Objective of the Assignment
Lead, coordinate, and deliver the UNCT Results Report for KSA, ensuring evidence based, visually strong, and timely reporting that demonstrates system wide results against the Cooperation Framework and Vision 2030 priorities.
Scope of Work and Key Tasks
Under the supervision of the Head of the RC Office and the RCO Economist, and in close coordination with Results Groups, M&E focal points, finance and operations focal points, and the Communications Group, the Country Results Report Lead will:
1) Planning and governance
- Produce a backward plan from the 31 March release date, covering drafting, data cut offs, internal reviews, RC foreword sign off, Government presentation and feedback, and final publication.
- Define roles and responsibilities across entities for data, narrative, finance, design, translation, and quality assurance.
2) Structure and storyboard
- Draft an annotated outline that follows the official UNCT Results Report template structure:
- Chapter 1: Key developments in the country and regional context.
- Chapter 2: UN development system support to national priorities through the Cooperation Framework, organized under sections 2.1 to 2.6.
- Chapter 3: UNCT key focus for next year.
- Integrate cross cutting themes throughout, including LNOB, gender equality, disability inclusion, youth, human rights, climate and environmental sustainability, and resilience.
3) Data pipeline and evidence
- Set and communicate a data cut off.
- Coordinate UN INFO extractions for outcomes, outputs, indicators, locations, partners, and finance.
- Report results against at least 15 UNSDG Output Indicators selected in the Joint Work Plans, with disaggregation where available.
- Link outputs to outcomes with quantitative baselines, annual progress, and targets.
- Curate concise stories that show scale, policy effect, and systems change, supported by data.
4) Financial overview and SDG financing
- Compile a financial overview that presents, for the reporting year and by outcome: total resources required, resources available, expenditures, and funding gaps.
- Present funding sources and types, link resources to results, and include clear charts and infographics generated from UN INFO and agreed finance inputs.
- Draft the section on partnerships and financing the 2030 Agenda that captures innovative partnerships, cooperation with international financial institutions, and examples of South South and triangular cooperation relevant to KSA.
5) Coherence, effectiveness, and efficiency
- Draft the section on how reform and coordination improved coherence and delivery, including tailored UNCT configuration, joint work planning, joint programmes, integrated policy advice, use of regional and global assets, and operations efficiency gains through common services or premises. Quantify efficiency savings where feasible.
6) Lessons learned and evaluations
- Summarize strategic learning and, where applicable, cooperation framework evaluation conclusions and management response actions.
7) Design, language, and communications package
- Produce a reader friendly report with strong visuals, maps, and data snapshots, within the 25 page or 10,000 word limit.
- Prepare a bilingual executive summary, English and Arabic, for Government and partners.
- Prepare web copy and social media cards, and coordinate with RCO Communications for wider dissemination.
8) Quality assurance
- Run a formal quality review using a checklist that covers: audience focus and accessibility for Government, system wide results and contribution analysis, clarity of outcome and output linkages, credible data and indicators, finance to results linkage, cross cutting integration, accuracy and consistency with UN INFO, language quality, structure and template compliance, and design readability.
9) Government engagement and publication
- Support RC presentation to Government, consolidate feedback, and finalize.
- Upload the report to the UNSDG Information Management System by 31 March. If Government co signature or sign off is pending, upload as a draft and mark as private, then update to public upon clearance.
Desired Candidate Profile
A Masters or Higher degree in communication, marketing, social sciences, economics, public health, international relations, law or related area is required. All candidates must submit a copy of the required educational degree.
