JOB PURPOSE

BAE Systems is the UK Government s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

BAE Systems Saudi Arabia is committed to supporting the Saudi Arabian National Agenda including Saudisation and the training and development of Saudi National capability through the growth of the Saudi National Partner Companies thereby reinforcing Industrialisation and Partnerships.

To manage the delivery of UK Maritime and Coastguard Agency (MCA), Transport General Authority (TGA) and Saudi Ports Authority (SPA) training programme ranging from Deck Hand to Chief Mate, VTS Operator, VTS Supervisor, Harbor Pilot and Master Certificate of Competence. The training will be delivered in a purpose-built facility and utilise advanced simulation and emulation techniques.

The post holder will be required to lead a multi-disciplined team to ensure effective training delivery with high levels of student success, continuity with UK MCA approval, academic awarding body approval, both in the UK and KSA, and development of the associated curriculum as required. The post holder will, through the multi-disciplined team, be expected to deliver over 800 hours of training, and develop curriculum as required by the needs of the NMA.

JOB ACCOUNTABILITIES

The post holder is responsible for:

  • Assisting the NMA Head of Commercial Maritime in implementing the associated policies and procedures within the NMA.
  • Assisting the NMA Head of Commercial Maritime in the implementation of the NMA s commercial strategies in line with the NMA s strategic priorities.
  • Managing the development of curricula teams, to promote an industry focused tertiary educational model.
  • Managing and inspiring direct reports to be creative and innovative in all aspects of pedagogy and to embed Blended Learning across all curriculum areas.
  • Assisting the NMA Head of Commercial Maritime in the operational planning and delivery of the NMA s curriculum provisioning targets.
  • Assisting the NMA Head of Commercial Maritime in ensuring all courses within the area of responsibility have and maintain the respective awarding body approvals.
  • Assisting the NMA Head of Commercial Maritime in the development of a Quality Management System (QMS) that meets the needs of the applicable Industry standards, the NMA, and awarding bodies.
  • Ensuring performance targets within the area of responsibility are met.
  • Managing and providing direction to a team to provide a valuable student learning experience.
  • Assisting the NMA Head of Commercial Maritime in the development and maintenance of a Product Safety Management System (PSMS) for all teaching and learning equipment within the area of responsibility.
  • Ensuring teaching content and methods of delivery are in accordance with equal opportunities, are compliant with NMA s standards, and are fully accessible to all learners.
  • Being a champion of change, communication, continuous improvement and empowerment, securing motivation, loyalty and the support of direct reports, and staff in general.
  • Ensuring regular team meetings are conducted with all direct reports.
  • Ensuring direct reports receive regular feedback on their performance.
  • Delivery of teaching and learning, ensuring they are of the highest standard, and responsive to the needs of the students, including:
    • Establishing and maintaining high levels of professional conduct in their area of responsibility.
    • Managing and being responsible for, improvements in the quality of teaching and learning delivered through the curricula areas.
    • Ensuring that the targets for continuous improvement in the quality of learning, teaching and attainment for the curricula area are achieved in a timely manner.
    • Managing and being responsible for the sustained improvements in students achievement within the curricula areas.
    • Ensuring that the targets for students recruitment, retention and trained output standards are achieved.
  • Managing the student disciplinary process and conduct within respective curricula areas.
  • Ensuring that coherent academic guidance systems are in place and applied in line with NMA policy.
  • Managing and maintaining curricula approvals from the MCA and other awarding bodies.
  • Maintenance and integrity of student records, as required by the MCA.
  • Managing and leading the development and delivery of all courses in the Deck curriculum area.
  • Project engineering management of new bespoke Marine and Ports related commercial courses as per company standard operating procedures.
  • Acting as a College Training Record Book (TRB) advisor for all students that are following the Nautical Science (NS) route.
  • Managing the college signoff of all Nautical Science TRBs.
  • Managing and leading the preparatory course for SQA/MCA written and MCA oral examinations.
  • Correct through life provision and operation of the Ship Simulators. This will include liaising with the NMA IT team to ensure that the Ship Simulator hardware and software are maintained as per the service agreement with the suppliers and college planned maintenance system.
  • Managing and leading consultancy services to the shipping, port and offshore industries.
  • Leading and further developing Advanced Ship and Tug handling courses.
  • Managing and leading the validation and accreditation process of Ship-handling / Tug handling courses from organisations such as Nautical Institute (NI) and Tug master s association.
  • Developing and managing through an Integrated Human element/ Bridge Simulator course for management level.
  • Managing the delivery of Human element, Leadership and Management courses for operational and management levels.
  • Developing and managing Bridge and Crew resource management courses.
  • Developing and managing an integrated Bridge and Engine resource management course.
  • Leading the development of New Ships Models and port areas.
  • Managing and leading the development and delivery of Polar Code courses and work with the professional organisations such as NI for joint delivery and accreditation of Value-added courses for ships navigating in Polar waters.
  • Leading and further developing all STCW relevant short courses related to the Deck Officer Certificate of Competency.

Desired Candidate Profile

Class 1 Master Mariner, issued by the Maritime & Coastguard Agency or an IMO Whitelist Country and acceptable to the MCA as an equivalent.

Operational management experience in curriculum delivery, including the effective development, deployment and leadership of training staff.

Experience in the planning, development, approval and delivery of MCA approved Nautical Science core curriculum and the underpinning knowledge as per the Standards of Training, Certification, and Watchkeeping (STCW).

Significant experience in the planning, development, approval and delivery of MCA approved STCW short courses.

An ability to build effective and financially beneficial working relationships with industry to drive and deliver dynamic, creative and innovative learning.

Ability to develop positive working relationships with individuals and customers at all levels (internal and external).

Highly developed communication, liaison and networking skills.

The ability to analyse, solve problems and implement change with a successful track record of managing and delivering change.

A strong sense of purpose and proven experience of exceeding agreed goals and Key Performance Indicators (KPIs).

The ability to manage allocated budgets and meet financial targets.

Excellent ICT Skills.

Ability to provide management level reportage.

Strong written and verbal communication skills, with the ability to present complex information clearly and effectively.

Ability to manage conflicting priorities and meet deadlines to the satisfaction of all concerned parties.

Ability to delegate effectively and manage the performance of others.
