It was established by the decree issued by His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, by proclamation of Law No. (21) of 2007. Law No. (21) of 2007 was amended by Law No. (19) of 2010.
