Project Background

The PROSPECTS initiative, supported by the Government of the Netherlands and involving multiple international organizations, seeks to address the protracted challenges and vulnerabilities faced by both forcibly displaced persons (FDPs) and host communities (HCs). Currently in its second phase (2024-2027), the project aims to improve living standards and socioeconomic inclusion in Greater Cairo and Alexandria. It focuses on four primary pillars: increasing access to education and skills, expanding livelihood and economic opportunities through employment and entrepreneurship, enhancing government and social protection, and improving essential services and facilities.

To further its goal of labor market inclusion, ILO PROSPECTS Egypt is inviting private sector service providers to design and implement comprehensive Business Development Services (BDS) for refugees and host communities in Greater Cairo and Alexandria. While previous ILO interventions in the region focused on market assessments and foundational enterprise development toolkits, this specific assignment targets the direct delivery of BDS to foster entrepreneurial skills and provide practical technical support. Ultimately, this effort leverages the ILO's expertise to create sustainable wage and self-employment opportunities while strengthening the overall entrepreneurship ecosystem.

Tasks and Responsibilities of Digital Solutions Expert

·       Assess entrepreneurs’ digital readiness and business needs, and design tailored digital support activities for start-up and scale-up beneficiaries.

·       Support entrepreneurs in adopting practical digital tools for business operations, customer management, sales, marketing, financial recordkeeping, and online promotion.

·       Deliver training and coaching on digital transformation, digital business tools, digital marketing, e-commerce, online sales channels, digital payments, and relevant AI-enabled solutions.

·       Introduce simple, accessible digital and AI tools that can support business planning, productivity, customer service, market research, marketing, and overall business performance.

·       Identify digital solutions that improve business start-up, scale-up, market access, operational efficiency, and long-term sustainability.

·       Contribute to the BDS Integration and Sustainability Plan by identifying how digital tools can make the BDS model more scalable, accessible, and sustainable.

Qualifications and Requirements

·       Minimum 5 years of experience

·       Digital transformation support for entrepreneurs, start-ups, and MSMEs

·       Digital tools for business development, operations, sales, or customer management

·       Digital marketing, social media marketing, and online customer acquisition

·       E-commerce, online selling channels, or platform-based business models

·       AI-enabled or innovative digital solutions for enterprise development

·       Training, coaching, or advisory support to entrepreneurs on digital adoption

·       Experience working with vulnerable groups, refugees, women entrepreneurs, or host communities, if applicable

·       Experience in Egypt or similar local entrepreneurship ecosystems

·       Any relevant work with BDS programmes, incubators, accelerators, MSMEs, or private sector development projects

Education / Training:

·       Bachelor’s degree in information technology, Computer Science, Business Technology, Digital Marketing, or a related field.

Language:

·       Fluency in English and Arabic
