Job Description
Roles & Responsibilities
The project Improved Governance to support Reform Projects in Jordan (PARtner II) is expected to be commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is expected to run from April 2026 to March 2030. Subject to the commission, the Deutsche Gesellschaft f r Internationale Zusammenarbeit (GIZ) GmbH will implement the project on behalf of the German government.
This bilateral project will follow the currently running PARtner I and work together with the Jordanian Government to enhance the capacities of the public administration in Jordan. Under the umbrella of the Public Sector Modernization Roadmap and the Economic Modernization Vision, the project will continue to support the transformation of the public sector. Through a more efficient, effective public administration which is responsive to citizens and businesses needs, and transparent and evidence-informed decision-making, the project will support the wider Jordanian reform agenda.
u>Main Responsibilities/u>
- Lead the technical, content-related, and organizational implementation of all measures and activities of the Output Digitization/Services independently, and in close coordination with external and internal stakeholders.
- Provide technical and strategic advisory to governmental counterparts such as the Prime Ministry (Project Management and Implementation Office, Digital Transformation Unit), Services and Public Administration Commission (SPAC), Ministry of Digital Economy and Entrepreneurship, and other relevant governmental counterparts.
- Identify needs, and plan and implement/steer relevant Capacity Development measures, in close cooperation with counterparts such as mentioned above and the Institute of Public Administration (IPA).
- Identify international good practice, prepare lessons learnt, ensure institutional knowledge management, and promote technical exchange internally and externally.
- Provide support to, and lead independently where requested to, the project s tasks related to monitoring, evaluation, accountability and learning, reporting, as well as communication and visibility .
- Proactively establish and maintain contacts with stakeholders outside (e.g. governmental counterparts, experts and consultants, development partners and third parties) and within GIZ that are relevant to the implementation of the tasks.
- Provide strategic advisory to decision-makers on the positioning and thematic development of the development cooperation portfolio in the respective thematic area.
- Support the Head of Project and the other technical staff of the project in the implementation of all other areas of the project.

Desired Candidate Profile
u>Qualifications and specialist knowledge/u>
- University degree in Public Administration, Economics, Social or Political Sciences, Public Policy, Information Sciences, or a comparable field. A technical degree, and an advanced degree are desirable./li>
- 5 years of professional experience relevant to the duties./li>
- Experience in advising governmental institutions (e.g. PMIO, DTU, MoDEE, SPAC), ideally in the context of the ongoing Jordanian public administration reforms, particularly providing expertise on e-governance, the development and implementation of digital public services, user-centred design, service quality, and the standardization and digitalization of administrative processes . /li>
- Ability to strategically position reform and innovation topics within a development cooperation context./li>
- Strong ability to use ICT tools, and willingness to continuously upskill in the framework of GIZ s further digitization./li>
- Proven ability to work in an intercultural context, ability to work in a politically sensitive context./li>
- Strong analytical and drafting skills./li>
- Excellent command of English and Arabic (spoken and written)./li>
