Job Description
Roles & Responsibilities
- The Product Director / Business Analyst (PD/BA) will be the strategic and operational anchor of the Al Manassa (CMS) redevelopment initiative.
- Embedded directly within the UAE Federal Entity, this individual will act as the single point of accountability for the platform’s roadmap, requirements, and delivery.
- This role is not limited to documentation or coordination. It requires a hybrid leader who combines product ownership, strategic analysis, and technical literacy, with cultural and linguistic fluency. The PD/BA must understand executive priorities, translate them into business and system requirements, and ensure these are delivered through technical teams, outsourced partners, and AI/ML specialists.
- The CEO/Top Management described this role as the “brain” of the project. The PD/BA will ensure that the Al Manassa platform is not just rebuilt, but reimagined as a secure, AI-driven, bilingual decision-intelligence system that meets the needs of VIP, Higher Management, analysts, and other stakeholders
Desired Candidate Profile
- Experience: Minimum 5 -7 years in product ownership, digital transformation, or enterprise AI-enabled platforms, ideally in a government or Tier-1 consulting context.
- Technical Literacy: Familiarity with data ingestion, APIs, CMS platforms, MDM (BlackBerry, MobileIron), and AI/ML governance.
- Compliance Knowledge: Deep understanding of TDRA frameworks, FedNet integration, UAE data protection laws.
- Leadership: Proven ability to manage multidisciplinary teams, vendors, and stakeholders across government entities.
- Linguistic: Fluent in Arabic (essential) and English (mandatory).
- Cultural Fit: Strong understanding of UAE government workflows and leadership expectations.
KPIs & Success Measures
- BRD and SRS completed, validated, and approved.
- Platform Phase 1 delivered with secure CMS, validated ingestion, and AI MVP.
- EN/AR bilingual parity achieved across dashboards and exports.
- Predictive analytics live by Phase 2 (2026–27), with measurable accuracy metrics.
- 100% compliance with UAE cybersecurity, FedNet, and MDM standards.
- Positive feedback from Leadership and Top Management on platform usability and accuracy.
