Job Description

Roles & Responsibilities

The Education Advisor will serve as the project s technical lead on education system content, ensuring that all activities and deliverables under the project align with the structure, priorities, and implementation realities of the National Education Strategy. Working closely with the Team Leader and technical Specialists, the Advisor will provide expert input across the needs assessment, theory of change, results framework, and operational planning guidance. The role will also support the development of accurate, accessible messaging for INES-related communications. This is a short-term consultancy with an expected level of effort of up to 44 days between July 1 st and December 23 rd , 2025.

Responsibilities:

  • Provide technical oversight and quality review of all deliverables which includes the Inception report, Needs Assessment, Theory of Change (TOC), Results Framework (RF), Operational Planning, Communications Strategy and more.
  • Provide guidance to the team on all relevant methodologies including designing the Needs Assessment, planning and implementing the TOC and RF workshops, and for products related to Operational Planning.
  • Provide guidance to the team on the literature review and participate in the desk review/inception phase.
  • Support the development of the questionnaires for the Needs Assessment.
  • Provide technical inputs to elaborate the Theory of Change and Results Framework.
  • Participate in the meetings, workshops, etc as necessary.
