Roles & Responsibilities

The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality.

The GRC is currently seeking an Emergency Support Delegate in the Palestinian Territories.

The overall objective is to support the Palestine Red Crescent (PRCS) in their emergency operations and coordinating the German Red Cross supported project activities. The main tasks will be to coordinate the European Union Humanitarian Implementation Plan (HIP) 2025 project, in close cooperation with the PRCS and the Norwegian Red Cross. In addition, the delegate will support the GRC delegation adapting to the dynamic emergency situation, by enhancing processes and facilitating coordination amongst departments within projects, as well as centralising cross-cutting reporting.

The cooperation between the GRC and the PRCS started in 1996 and consolidated with a permanent delegate presence in 2007. GRC Office is located in PRCS HQ in Ramallah. The Delegate is working under the supervision of the Head of Office and will be part of an experienced team of international delegates and local staff.

Main duties & responsibilities:

1. Programmatic management of the ECHO HIP Project 2025

ECHO HIP Project 2025 (March 2025 February 2027): A project that aims at providing Health response in Gaza and strengthening Emergency Preparedness in the West Bank to address urgent needs of conflict affected population in the occupied Palestinian Territories. This project is led by PRCS in a consortium with the GRC and the Norwegian Red Cross (NorCross). The delegate will oversee the monitoring, reporting and evaluation of the intervention supporting PRCS in ensuring the project implementation in coordination with the NorCross Health Delegate and the GRC DM delegate.

2. Centralizing and enhancing GRC internal processes in lasting emergency situation

  • Improving or adapting internal administrative processes

In coordination with GRC HoO, GRC MENA Office and GRC HQ, identify and suggest adaptations of administrative processes (Procurement and Finance) to facilitate the implementation of projects and short term fundings in a context of a lasting emergency. This will encompass an audit of the GRC internal processes to suggest adaptation within procedure, maintaining an acceptable level of risk management, by discussing with the GRC HQ, GRC MENA office and PRCS. This will also encompass the creation of internal follow-up tools to better track activities, procurements, financial status and enhance the capacity of anticipating absorption of high fundings. This may as well involve discussion with other Partner National Societies (PNS) to assess or align Movement procedures.

  • Support the delegation grant management

The Emergency Support Delegate will be in charge of coordinating and monitoring donor and internal reporting deadlines, ensuring timely anticipation and alignment with the delegation team, PRCS and GRC Headquarters.

It will encompass the direct administration and consolidation of GRC own costs as well as the follow up on internal reallocation together with GRC HQ (PRCS financials will be directly managed by the GRC Thematic delegates and GRC administrative and finance).

In close coordination with the GRC thematic delegates, who will focus on the activities implementation, the Emergency Support Delegate will oversee the context or cross-cutting donor reporting or sections in new proposals, on top of suggesting punctual communication to highlight risks or impact of the concerned projects in such a volatile context.

Desired Candidate Profile

Required Competencies & Skills:

  • University degree or advanced degree in a relevant field;
  • Proven practical working experience in project management of at least four years;
  • Strategic thinking, hands-on mentality and in-depth understanding of the humanitarian system;
  • Excellent knowledge of the Palestinian context in general and humanitarian parameters in specific. Experience in working with the Red Cross / Red Crescent movement and in working in MENA region or fragile, volatile and conflict context will be a strong asset;
  • Strong organizational development skills, Innovative mindset and organizational change management experience are preferred;
  • Financial and accounting knowledge, with management of Fundspro Software being a strong added value;
  • Skills in negotiation, advocacy and mainstreaming new concepts and approaches;
  • Strong programme management skills, including planning, activity tracking, finance management, monitoring, and evaluation;
  • Proactive, cooperative personality with strong team spirit, and capacity to multitask and adapt to a rapidly evolving context;
  • Experience in managing donor-funded projects, preferably ECHO funded projects;
  • Oral and written fluency in English, knowledge of Arabic and/or German is an advantage;
  • Ability to work independently and as a team member in multi-cultural environments, and high intercultural sensitivity;
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Ability to complete a thorough medical screening process 'working abroad under specific climate and health conditions';
  • Valid International Driving Permit (IDP) is a must.
