Job Description

Roles & Responsibilities

Lead and manage all engineering and design interfaces to ensure alignment of scope, timelines, and project objectives.

Coordinate with technical design teams to ensure design delivery aligns with the overall project master schedule.

Monitor and evaluate the performance of design consultants, ensuring accuracy, completeness, and compliance with project requirements.

Manage and oversee Senior Discipline Engineers within the Project Management Team on all design-related matters.

Review and endorse variation orders and concession requests submitted by design consultants for client approval.

Lead coordination meetings with consultants, sub-consultants, and client stakeholders.

Review and advise on project design strategies, providing recommendations to optimise delivery and performance.

Ensure timely submission of design documentation and secure approvals/permits from relevant authorities.

Oversee the preparation and delivery of tender documentation in line with project timelines.

Provide key technical inputs and data to design consultants to support project delivery.

Continuously update internal stakeholders on upcoming technical requirements and project needs.

Establish and optimise department structures, processes, and tools in line with international best practices.

Ensure compliance with quality, environmental, safety, and occupational health standards.

Desired Candidate Profile

Bachelor s or Master s degree in Engineering from an accredited institution.

  • Minimum 20 years experience in engineering design, project management, and infrastructure delivery, with a strong focus on water and wastewater projects.
  • Strong knowledge of water and wastewater master planning and design frameworks.
  • Proven experience managing engineering consultants and multidisciplinary design teams.
  • Excellent project management and coordination skills across complex, multi-stakeholder environments.
  • Strong understanding of design processes, permitting requirements, and regulatory compliance.
  • Demonstrated leadership experience, including team management and departmental structuring.
  • Excellent communication and stakeholder engagement skills.
  • Experience working on international projects, with Middle East / KSA exposure preferred.
  • Western education background and prior experience working within Western markets or international project environments is strongly preferred for this E1-level role.
