Roles & Responsibilities

The Estimation & Proposal Manager is responsible for establishing and managing a reliable, accurate, and competitive estimating system to support the company’s success in bidding and winning contracts in the industrial services sector. This role plays a key part in ensuring high-quality cost estimates and proposals that meet client requirements — particularly for major clients such as SABIC, ARAMCO, and other oil & gas organizations. This position oversees the full lifecycle of estimation and proposal development, including resource planning, technical evaluations, cost control, coordination with internal departments, and timely bid submission. The Manager will lead a team to ensure that all proposals are aligned with operational capabilities, market competitiveness, and company profitability goals.


  • Develop and implement a structured estimating system, workflows, and departmental procedures that ensure accuracy, efficiency, and compliance.
  • Establish, maintain, and continuously update standard norms, productivity benchmarks, and a historical cost database.
  • Manage the complete RFQ process: registration, evaluation, assignment, and tracking — ensuring timely submission of Letter of Intent.
  • Lead or coordinate participation in job explanation meetings and site visits; compile and store related reports and data systematically.
  • Review and ensure all bids and technical/commercial proposals are submitted on or before the Bid Closing Date (BCD).
  • Ensure that technical proposals fully address RFQ requirements and clearly define scope, assumptions, and exclusions.
  • Maintain a centralized Master Data File covering rental rates, manpower costs, material prices, subcontractor rates, and lessons learned.
  • Provide detailed work packages to Operations teams upon award, enabling efficient mobilization and execution.
  • Design and manage standardized forms and tools to support the estimating process (e.g., bid/no-bid approvals, tender submission plans, project material requisitions, cost summaries, status reports, etc.).
  • Submit weekly activity reports to General Manager and participate in progress and strategy review meetings.
  • Ensure alignment of all estimating and proposal activities with company policies, safety standards, and client-specific requirements.
  • Drive continuous improvement in bid success rates, proposal quality, and cost optimization strategies.
  • Conduct post-bid reviews and integrate lessons learned into future estimates.
  • Coordinate cross-functionally with Procurement, Operations, HSE,
  • Commissioning, R & D and Engineering to ensure technical accuracy and execution feasibility.
  • Maintain high awareness of industry trends, market pricing, and competitor
  • strategies to inform estimation strategies.

Desired Candidate Profile

  • Bachelor’s degree in Engineering (Mechanical, Industrial, or Chemical preferred)or Science.
  • Certifications on Quantity Survey/Project Management/Project Cost Control from
  • Internationally acclaimed Institutes will be an added advantage
  • Minimum 15 years of experience in cost estimation, quantity surveying, or projectcontrols, including at least 5 years in a managerial role.
  • Strong experience in industrial services (e.g., hydrojetting, chemical cleaning, shutdowns, decontamination) with exposure to SABIC, ARAMCO, or similar clients in oil & gas industries.
  • High proficiency in MS Excel, cost estimation tools, and ERP systems.
  • Excellent written and verbal communication in English; knowledge of Arabic is an added advantage.
  • Strong understanding of Saudi market practices, pricing models, and regulatory requirements.
  • Minimum 15 years of experience in cost estimation, quantity surveying, or project controls, including at least 5 years in a managerial role.
  • Strong experience in industrial services (e.g., hydrojetting, chemical cleaning,shutdowns, decontamination) with exposure to SABIC, ARAMCO, or similar clientsin oil & gas industries.
  • High proficiency in MS Excel, cost estimation tools, and ERP systems.
  • Excellent written and verbal communication in English; knowledge of Arabic is anadded advantage.

  • Must be proficient in English
  • Moderate skills in Arabic are an added advantage

  • Competent in estimation software, ERP platforms, and Excel, with strong reporting and documentation skills.
