Roles & Responsibilities
Estimation & Tendering Manager – Landscape & Water Features Location: Qatar Employment Type: Full-Time Sector: Landscape Construction & Water Features (Fountains, Irrigation, Hardscape, Public Realm)
We are seeking a highly experienced Estimation & Tendering Manager to lead all pre-contract and tendering activities for landscape and water features projects in Qatar. The role requires strong technical expertise, commercial acumen, and leadership in managing bids from concept through submission, ensuring competitive and compliant proposals.
Key Responsibilities
Lead and manage the full estimation and tendering lifecycle for landscape and water-feature projects
Review tender documents, drawings, specifications, and BOQs to assess scope and risks
Prepare detailed cost estimates, pricing strategies, and commercial proposals
Coordinate with design, engineering, procurement, and construction teams during bid preparation
Manage subcontractor and supplier enquiries, evaluations, and negotiations
Ensure compliance with tender requirements, contractual terms, and Qatari regulations
Conduct value engineering, cost optimization, and risk assessments
Prepare tender clarifications, technical submissions, and post-tender negotiations
Maintain a robust cost database and benchmarking for landscape and water-feature works
Mentor and manage estimation engineers and quantity surveyors
Desired Candidate Profile
Minimum 10 years of experience in estimation and tendering roles
Proven track record in landscape projects and/or water features (fountains, irrigation systems, pools, water displays, public realm works)
Bachelor’s Degree in Civil Engineering, Mechanical Engineering, or related Engineering discipline
Strong experience handling tenders in Qatar or GCC markets
Demonstrated experience with large-scale or complex projects (commercial, hospitality, public realm, mixed-use developments)
Technical & Professional Skills
Strong knowledge of landscape construction methodologies and water-feature systems
Excellent understanding of BOQs, specifications, contracts, and commercial terms
Proficient in estimation tools, spreadsheets, and cost-control software
Ability to assess design risks, constructability, and cost implications
Strong negotiation and vendor-management skills
