Job Description

Roles & Responsibilities

Strategic & Operational Planning:
Provide technical input in establishing strategic objectives and formulating the work program of the Corporate, Country, and Thematic Evaluation (CCTE) Division.
Participate in planning and harmonizing approaches for joint evaluations with other development partners.
Plan and monitor the progress of evaluation studies to ensure adherence to schedules.

Policies, Processes & Procedures:
Contribute to the development of ISDBG policies, guidelines, systems, procedures, and tools related to evaluation, ensuring alignment with MDBs Evaluation Cooperation Group Good Practice Standards.
Ensure compliance with IsDB/IEvD policies, procedures, and guidelines, in line with international Good Practice Standards (GPS).
Contribute to the formulation of evaluation frameworks, including evaluation guidelines, tools, and templates.

Evaluation Studies:
Conduct project-level evaluations and contribute to macro evaluation such as thematic evaluations, country engagement evaluations, reviews of MCPS/CEF quality at entry, validations of MCPS/CEF completion reviews, sector evaluations (with emphasis on the transport sector), corporate evaluations, and joint evaluation with sister institutions, etc.

Carry out the necessary due diligence process (Approach paper, Preparation, Approval of the mission, BTORs, etc.) under the supervision of the task manager.

Undertake field visits, communicate and interact with internal and external stakeholders, particularly member country government representatives, beneficiary population, development partners, private sector, etc.
Ensure that all necessary data and information is collected and analyzed for evaluation purposes.
Validate Project Completion Reports (PCR), MCPS Implementation Reviews and other self-evaluation products.
Peer review evaluation work products prepared by evaluation staff members and external consultants ensuring validity and precision of the content.
Assist in tracking the implementation of IEvD recommendations to the IsDB departments and entities.

Knowledge Sharing & Innovation:
Contribute to the generation of relevant lessons from evaluation studies and the preparation of synthesis of evaluation reports and papers for accountability and dissemination of knowledge within IsDB and in the MCs to contribute to the improvement of development effectiveness of IsDB interventions.
Communicate and share information, reports and feedback with concerned IsDB departments and key stakeholders through internal and external communication channels, including publications of selected evaluation reports.
Contribute to developing and delivering training and workshops for member countries institutions to share knowledge and contribute to capacity building in development evaluation.

Coordination and Monitoring:
Coordinate with other colleagues to ensure the delivery of quality evaluation products.
Assist in coordinating the Department activities and liaise with the other Departments staff, whenever necessary.

Reporting & Communication:
Contribute to the preparation of evaluation-based syntheses, briefings, presentations, etc., upon management requests to inform the design of new initiatives/programs.
Assist in preparing evaluation findings for Management and the BED.
Engage, communicate, and collaborate with the broader team in the Bank, including the Operations Complex to enhance the rigor of advice on cross-cutting and sectorial issues in the MCs.
Contribute to the preparation of the Annual Evaluation Report (AER) and Annual Review of Development Effectiveness (ARDE).

Desired Candidate Profile

Bachelor degree in Transport/Transportation Engineering, Civil Engineering, Sustainable Mobility, or any related discipline.

Minimum 5 years of prior relevant experience in portfolio management, operations quality and effectiveness evaluation, including direct experience in transport sector projects and programs, preferably within a multilateral development institution.
