Job Description
Roles & Responsibilities
Strategy and Objectives
- Contribute to the development and refinement of the Vision, Mission and Strategy of the company and contribute to the overall process of decision-making
- Develop Land Management Department strategic plan in line with the company's strategy
- Set Land Management Department performance objectives and continuously monitor progress towards strategic objectives
- Advise the CEO on related issues that strategically impact the company
Strategic Planning and Land Acquisition
- Strategy Development: Formulate and implement the long-term vision, goals, and strategies for land use and administration in alignment with corporate objectives.
- Opportunity Identification: Lead efforts to identify, appraise, and acquire new land parcels for future development or conservation purposes, building strong relationships with landowners, agents, and local authorities.
- Market Analysis: Conduct market research and feasibility studies to support land acquisition decisions and ensure maximum value creation.
Regulatory Compliance and Entitlements
- Legal and Regulatory Oversight: Ensure strict compliance with all relevant legislation, regulations, policies, and procedures pertaining to land management, including zoning, environmental laws, and property law.
- Permitting and Approvals: Oversee the entire entitlement process, including managing planning applications, permit acquisition, and resolving complex land use conflicts to ensure development can proceed without legal impediment.
- Due Diligence: Direct all due diligence activities related to land transactions, including environmental assessments, surveys, and title reviews.
Operations and Asset Stewardship
- Portfolio Management: Manage a diverse portfolio of land assets, which may include conservation easements, development sites, agricultural land, and public access areas.
- Operational Efficiency: Develop and manage the departmental budget, ensuring efficient use of resources and cost control within the land management function.
- Data and Records Management: Ensure accurate and timely maintenance of all land records, maps, surveys, and data using GIS and other relevant systems.
Stakeholder and Government Relations
- Public Representation: Act as the primary spokesperson and liaison for the organization on land management issues with government officials, regulatory bodies, community groups, and the public.
- Negotiation: Lead complex negotiations for land use agreements, partnership development, and inter-jurisdictional matters.
- Team Leadership: Recruit, lead, motivate, and manage the land management team (including managers, planners, and technical specialists), fostering a high-performance, collaborative culture.
Organization, Resources and Monitoring
- Ensure that Land Management Department strategy is well communicated and understood at all levels
- Recommend needed Land Management Department organization and resources to effectively implement operations and achieve strategy
- Review the yearly budget of Land Management Department ensuring alignment to plans and needs
- Review Land Management Department policies ensuring all relevant requirements are fulfilled while adhering to laws and regulations
- Establish control system and monitor execution and performance
- Take key decisions related to Land Management Department or escalate to CEO when required
People Management
- Inspire the team and provide guidance and mentorship in order to create a performance-driven and inclusive culture
- Lead the process of effective manpower planning in Land Management Department, and ensure that team is qualified through recruitment, training and development, performance management and maintain high level of employee engagement and motivation
Desired Candidate Profile
A successful Executive Director - Land Management should have:
- A strong background in land development.
- A Master's degree in Urban Planning, Real Estate, Land Resource Management, or a related field is highly preferred. A Bachelor's degree in a relevant discipline is required
- Proven leadership and strategic planning capabilities in the property industry.
- Comprehensive knowledge of land acquisition laws and regulations in Riyadh.
- Experience in managing budgets and delivering financial outcomes.
- Strong negotiation skills and the ability to engage with diverse stakeholders.
